Fr•attalone explained that he has someone interested in pur~chasing <br />his par~cel who wants to put a nice r~etail development on the land. <br />Ther•e are two acr•es of pond located on the pr~oper•ty and the per~son <br />inter•ested in the par•cel needs mor•e space. Fr•attalone was pr•oposing <br />that the Ci ty sel l the nor~ther~n por•ti on of thei r• 1 ot and put the <br />pondi ng on the r•emai nder• of the Ci ty pr•oper•ty. Fr~attal one stated <br />that he would pay the City to be able to move this ponding on the <br />City pr•oper~ty. Frattalone r•epor•ted that he would pay $80,000 to <br />move the ponding, which would br•eak down to $15,000 to $20,000 to <br />actually move the ponding and $60,000 to the City for• the use of <br />its pr•oper•ty for• ponding. <br />Scalze asked if the development was one the City might be inter•ested <br />in. <br />Fr•attalone r•eplied that it was and estimated that it would gener~ate <br />about $100,000 in pr•oper•ty taxes per~ year~. <br />Blesener• pointed out that the Public Wor~ks Depar•tment has expr•essed <br />some inter~est in the City's site for• composting. <br />Fr•attalone r•eplied that the City only needs about 2 acr~es for• composting <br />and felt ther•e may be better• sites in the City for• composting. <br />Fahey suggested that the City Cler~k, Public Wor~ks Super~intendent and <br />City Engineer• discuss this pr•oposal and r~epor~t at the next Council <br />meeting. <br />Railr~oad The City Attor•ney r•eviewed the City's r•ecent r~equest to the Soo Line <br />ldhistles r~egar•ding the blowing of tr~ain whistles at signaled railr~oad cr•ossinqs, <br />as well as the r•ailr~oad r•esponse to that r•equest. <br />Agenda <br />Item No. 10 Fahey asked if it would be inadvisable for• the City to enact an <br />or~dinance pr•ohibiting the sounding of tr•ain whistles at contr•olled <br />crossings. <br />The City Attorney r•eplied that the safer• position would be for• the <br />City to let the r•ailr•oad deter~mine when to sound the tr•ain whistles <br />and not pr~ohibit the use of these whistles. <br />Blesener~ suggested that the City could request the r•ailr•oad to show <br />consideration for• the r•esidences in the ar~ea when sounding the whistles. <br />Fahey dir•ected the City Cler•k to write to the Soo Line r•equesting <br />consider~ation for• the r•esidences as outlined by Mr•.
