MINUTES <br />City Council <br />Nov. 4, 1987 <br />Ganzel P~r~. Kelly, attor•ney r•epr•esenting Mr•. and Mr~s. Ganzel, r•epor•ted that <br />Dr•aina e the Ganzel's ar~e requesting that the City either• r~emove the stor•m <br />Cont. sewer~ pipe or~ pur•chase an easement for• the pipe. Kelly also pointed <br />out that the pr~oper•ties on both sides of the Ganzel's wer•e issued <br />building per•mits. The Ganzel's ar•e asking that the City also extend <br />the stor~m sewer• pipe as the pipe as it exists is cr•eating a pond in <br />the area. <br />Fahey pointed out that he has discussed the easement pr•ice that the <br />Ganzel's have r•equested with the City Attor•ney. The City Attor•ney <br />has r~evi ewed appr•ai sal s the Ci ty has for• other~ pr•oper•ti es i n the <br />ar•ea and it is his feeling that an easement amount of $500 is mor~e <br />in line with these appr•aisals. <br />Kelly pointed out that lots in the ar•ea ar•e selling for• between <br />$35,000 and $45,000 and pointed out that the lot the Ganzel's <br />own is between 19,000 and 20,000 squar~e feet in size of which the <br />City is using 2,200 squar~e feet. <br />Fahey pointed out that it is City policy to r•equir•e dr•ainage easements <br />when a proper•ty owner~ r•equests a fill per•mit. <br />The Ci ty Attor~ney r•epl ied that thi s was cor~r•ect. <br />Fahey pointed out that the dr~ainage flowin9 thr•ough the Ganzel pr•oper•ty <br />is fr•om a County r•oad. Fahey stated that fr~om a City standpoint he <br />cannot justify paying the Ganzel's what they are asking for~ the <br />easement. If the Ganzel's wish to build on the lot and need to <br />fill the pr~oper•ty, they will be r~equir•ed to dedicate a dr•ainage <br />easement and they will also be r•equir•ed not to alter• the existing <br />flow of dr•ainage. <br />Kelly asked if the manhole would be r~emoved in addition to the stor~m <br />sewer~ pipe. <br />The City Engineer~ pointed out that the manhole is on the Johnson <br />pr~oper•ty and not the Ganzel pr•oper•ty. <br />Fahey pointed out that fr•om an engineer~ing standpoint it does not <br />sound feasible to extend the stor~m sewer• pipe. Ther•efor~e, the Ganzel's <br />will have to decide whether~ they ar~e going to give the City an <br />easement for~ the pipe or~ whether• they want the pipe r~emoved. <br />Fahey also suggested that the City Attor~ney and City Engineer• wor•k to <br />obtain an easement for• the stor•m sewer~ fr•om the Johnson pr•oper•ty. <br />En~ The City Engineer reviewed drainage maps of the City and surrounding <br />Dr•ainage cities to show the Council the entir•e ar•ea which dr•ains into Lake <br />Matter• Ger•vai s and the effect of thi s dr•ai nage on the Eng pr•oper~ty. The <br />Engineer• pointed out that all of Little Canada, as well as Nor•th St. <br />Paul, White Bear•, Maplewood, Vadnais Heights, Gem Lake dr•ain into <br />Lake Ger~vais. <br />Page -8- <br />
