MINUTES <br />City Council <br />Nov. 25, 1987 <br />Fr•attalone Blesener~ r•epor•ted that the Public Wor•ks Super•intendent is suggesting <br />Pr•oper•ty that the land adjacent to the pond be used for• composting. Dlesener• <br />Exchange also suggested that the pond be r~etained as when the Fr~attalone <br />(Cont.) property develops, there will probably be a lot of blacktop on that <br /> pr•oper•ty and the ponding will be needed even mor•e. <br />Fahey suggested that the City Cler•k infor~m Mr•. Fr•attalone that the City <br />is not inter•ested in the pr•oper~ty exchange he has suggested. <br />Blesener• pointed out that P1r~. Fr~attalone has r~equested not to give <br />the Ci ty a per•manent easement to i ts pr~oper•ty unti 1 hi s pr•oper•ty <br />develops. Blesener~ suggested that the City could r•equest that <br />Fr~attalone give the City a tempor~ar•y easement so the City can <br />access its pr•oper~ty. Once the Fr•attalone pr•oper•ty develops, then <br />a per•manent easement can be obtained. <br />Fahey suggested that no building per~mit be issued for• the Fr•attalone <br />pr•oper~ty until a per•manent easement is obtained. <br />The City Attorney r•epor•ted that he has been contacted by an attor•ney <br />r•epr•esenti ng Menar~ds. Menar•ds has expr•essed i nter•est i n devel opi ng <br />the Fr•attal one pr•oper~ty, but woul d r•equi r•e a smal l por•ti on of the <br />Ci ty' s pr~oper~ty for• thei r~ devel opment. The Ci ty Attor~ney asked i f <br />the City was inter•ested in accommodating the pr•oject, and if P4enar•ds <br />should be infor•med to go thr•ough the nor•mal development pr~ocess. <br />The City Attor~ney r~epor~ted that the title of the City's pr~oper~ty can be <br />changed thr•ough outr~ight pur•chase fr~om the County, so that the City <br />coul d sel l a por•ti on of the pr~oper•ty i f i t so desi r~ed. <br />Collova stated that he might be willing to consider• the proposal if it <br />is only a small piece that Menar•ds wants. <br />Fahey pointed out that a development by P~enar•ds would not significantly <br />incr~ease the City's tax base and would pr•obably involve metal buildings <br />and not the high-quality development the City would pr~efer~. <br />However•, Fahey stated that Menar•ds was fr•ee to pr•ocess its development <br />thr•ough the nor•mal channels if it so desires. <br />Abatement >: The City Clerk reporte~~~that the Building Ins ector has informed ,,,,,,, <br />Of Nuisance the owner~s of the ~i~e~°°~ pr•oper•ty on ~ , that unless <br />Schweitzer~ the public nuisance is abated within 10 wor~king days, the City will <br />& AIC Cor•p. clean up the debr•is and assess the cost against the pr•oper•ty. <br />E\genda Fahey pointed out that this gives the pr•oper•ty owner•s until December• 9, <br />Item No. 2 1987 to abate the nuisance. <br />Agenda <br />Additions Mr•.
