MINUTES <br />City Council <br />Dec. 30, 1987 <br />Bank Shot <br />Billiar•ds <br />(Cont.) <br />Schifsky r•eplied that in addition to Food and Fuel and the billiar•d <br />center~ ther•e ar•e plans for~ a video r•etail outlet, a pizza place, <br />dr•y cleaner~s and another~ food business. <br />Schifsky r•epor•ted that his or~iginal proposal was for• 4,800 squar•e feet <br />and about 22 or~ 23 pool tables, however•, this is now scaled down to <br />3,700 squar•e feet and about 18 pool tables. <br />Blesener asked if the outdoor access to the billiard center was the <br />only access to the billiar~d center•. <br />Schifsky r~eplied that this was cor~r~ect and that ther~e would be no <br />internal access fr~om any other~ business located in the shopping <br />center. <br />Scalze pointed out the or•iginal r~equest to oper•ate until 4 A.M. and <br />the Planning Commission's r•ecommendation that the business be allowed <br />to r•emain open to 2 A.M. initially. <br />Schifsky r•epor•ted that Bank Shot Billiar•ds would like to r~emain open <br />to 4 A.M. and r•equested that the Council set a r~eview on this matter• <br />after~ a cer~tain amount of time to deter~mine if a 4 A.M. closing ~ould <br />be possible. <br />Scalze asked if Schifsky has oper~ated a pool hall befor•e. <br />Schifsky r~eplied that he had not, but has experience in the video <br />r~ental industr~y both in the United States and abr~oad. <br />Scalze pointed out Schifsky's comments to the Planning Commission <br />that he has exper•ience in dealing with pr•oblems similar• to those <br />facing a billiar~d center~. <br />Schifsky r•eplied that while involved in the video r•ental industr•y <br />he dealt with pr•oblems center•ing ar•ound the bad image that video <br />r•ental stor•es had initially. Schifsky felt that this exper•ience as <br />well as his management exper•ience would be an asset. Schifsky <br />r•epor~ted that he and the owner•s of Bank Shot Bi 11 i ar~ds wi 11 cr•eate <br />a family atmospher~e at the billiar•d center~. Schifsky also pointed <br />out the visibility of the site and the fact that ther•e will be a <br />non-alcoholic envir•onment at the billiar•d center~. Schifsky also <br />r~epor•ted that the equipment on the pr~emises will be of high-quality. <br />Scalze r~epor•ted that the City had a pr•evious application for~ a billiar•d <br />center• in the City, but this application was denied given the police <br />r•epor•ts on a bi l l i ar~d center~ that the appl icant was cur•r~ently oper~ati ng <br />in another~ city. Scalze stated that she was wor•r•ied about the <br />pr•otection of the r•esidents to the nor•th. <br />Schi fsky r•epor•ted that the bi 11 i ar~d center• wants to become a par•t of <br />the community and does not want to cr•eate pr~oblems.
