MINUTES <br />City Council <br />Jan. 6, 1988 <br />Pelton pointed out that Ely Road r~esidents ar~e bor•der•ed by a par~k on <br />one side and apar•tments on the other•, and now the City is contemplating <br />the pur•chase of additional par•k land to the nor•th of the apar~tments. <br />Pelton was concerned with the property values on Ely Road should the <br />School District decide to sell the Spooner Park area to a developer. <br />Collova pointed out that the City contr•ols the zoning of Spooner• Par~k. <br />Pelton stated that she would pr•efer~ Spooner~ Par•k r~emained a par~k. <br />Pelton o~as also concer•ned about par~king pr•oblems at the par~k and <br />fel t that i f a par~k i s devel oped nor~th of the Montr•eal Cour•ts Apar~tments, <br />there would be a tremendous parking problem on Centerville Road. <br />Fahey pointed out that one of the r•easons the Spooner Park pur•chase has <br />not been actively pursued at this time is the Council's desire to <br />purchase park land in the Centerville Road area. Fahey pointed out <br />that the City has held numer•ous public hear~ings on this issue. The <br />City has also had a financial analysis done which indicates that the <br />City has the capability to pur•chase both the Center~ville Road pr•oper~ty <br />and Spooner• Par•k wi thout the need for• a tax i ncr~ease. Fahey al so <br />pointed out that the Recr~eation Association has donated $200,000 towar•ds <br />the purchase of the Centerville Road park property as well as the money <br />that the City is r~eceiving fr~om the Little Canada Bingo Hall char•ities. <br />Fahey stated that the City wants to pur•chase the Center•ville Road <br />pr•oper~ty befor•e that oppor•tuni ty i s 1 ost, and then the Ci ty wi 11 pur~sue <br />Spooner~ Par~k. <br />Pelton was concerned about the number of people in the City who are <br />not aware of Council meeting times. <br />Fahey r~eplied that notices of ineetings ar•e published in the ~lorth <br />Subur•ban Pr~ess, and when an issue dir~ectly effects pr•oper•ty owner~s, <br />hear~ing notices ar•e sent out. <br />Scalze pointed out that the Park Commission will be holding a meeting <br />in Febr•uar•y on the development of the Thunder~ Bay Par•k ar•ea, and notices <br />will be sent to a gr~eat many people in that ar•ea. <br />Pelton again expressed concern about traffic from a park in the <br />Centerville Road area. <br />Fahey r•eplied that the tr•affic would pr•obably be gr~eater~ fr~om an <br />industr~ial development than the par~k which would only be used for• a <br />limited number of months dur•ing the year•. <br />At this point in the meeting, Council began the r~eview of pr~oposed <br />questions and topics included in the City's par•k sur•vey. Bill Mor•r•is <br />and ~iane Tr•axler• of Decision Resour~ces wer•e pr~esent to r•eview the <br />dr•aft sur•vey with the Council. <br />Page -2- <br />
