MINUTES
City Council
Jan. 6, 1988
how people view the total facilities in the City. Sander•s pointed out
that people might think Spooner• Par•k is excellent, but other• facilities
terrible.
Fahey sugqested that Spooner• Par•k be dealt with separately and that
a question be included that the City is contemplating the pur•chase of
up to 32 acr~es of pr•oper•ty in the Center~ville Road ar•ea.
LaValle agr•eed that question 7 should deal with Spooner~ Par~k antl its
upkeep and maintenance and then the sur~vey should lead into the
purchase of property in the Centerville Road area.
Fahey r~eviewed questions 53 and 54. Fahey suggested that question 54
should be mor•e specific and r•efer to the Capital View pr•oper~ty.
Fahey stated that he would like to know the opinion of the gener•al
public about the facilities at Capital View pointing out that the
proper•ty is for sale by the School District and asking if the City
should pur•chase the pr~oper~ty to ensur•e that it r•emains a r•ecr~eational
ar~ea i n the Ci ty.
Fahey suggested that the sur~vey addr•ess Spooner• Par~k, the Center~ville
Road ar•ea, and the Capital View facilities separ•ately.
Fahey suggested that question #13 r•emain gener~ic. Fahey suggested that
the sur•vey address the use in Spooner~ Par•k and then the other facilities
generically.
Tr~axler• asked for• a list of facilities and suggested that the sur•vey not
addr~ess who owns which facility.
P4or~ris suggested that if a r~espondent says he uses a facility, the
sur•vey could follow up on what is being used, and if a r~espondent is
not using a facility, the sur~vey could follow up and ask why not.
Pelton suggested that some people might not identify Spooner~ Par•k by
name and suggested that the sur•vey addr~ess Spooner• Par~k located on
Eli Road next to Little Canada Elementar•y School.
Scalze infor•med Decision Resour•ces of the facilities in Spooner• Par•k
which include tennis cour•ts, picnic shelter~s, tr•ails, playgr~ound
equipment, horseshoe pits, and ballfields. Capital View inclutles
ballfields, tennis courts, soccer~ field, running track, and a swimming
pool which has been closed by the School Distr•ict in the past year•.
Kellogg includes ballfields, tennis cour~ts, soccer~ fields, gymnasium,
hockey r•inks and basketball cour~ts. Another~ facility in the City is
the Ramsey County Beach on Lake Ger•vais as well as the Little Canada
Elementary School.
Tr~axler• stated that they would include a ser~ies of questions similar~
to 9, 10 and 11 on Spooner~ Par~k and on Capital View as well as a
guestion on the upkeep and maintenance of Spooner• Par~k, but not
capital View.
Page -5-
