MINUTES
City Council
Jan. 6, 1988
Fahey suggested that question 15 be deleted as this question is
answer•ed in other• questions dealing with the types of facilities
that people would like to see within the City. Fahey suggested
that 16 be excluded as well.
Fahey felt question #30 was too vague, and Scalze pointed out that
the same answer• can be obtained by question 63.
Fahey suggested that both 30 and 31 be deleted, and that the pur•chase
of Spooner• Par•k and the Center~ville Road ar~ea be addr•essed separ•ately.
LaValle suggested that the pur~chase of Capital View be addr•essed.
Scalze stated that she felt the School Distr•ict should retain the
facilities at Capital View for~ their• use as well as the City's use.
Fahey stated that he would like a specific question dealing with the
City's contemplation of the purchase of the Centerville Road area.
Scalze pointed out that question 91 addr•esses this ar~ea.
Fahey felt the question was a double one and each ar•ea should be
addr~essed separately.
Scalze also indicated that the location of these two questions in the
sur•vey should be changed.
Traxler replied that the questions would be relocated and are not
1 i sted i n thei r• fi nal or~der~.
Fahey pointed out that no tax incr•ease is anticipated for• either~ the
pur•chase of Spooner• Par~k or• the Center~ville Road ar~ea and suggested
that this infor~mation be included in the sur•vey.
Sander•s suggested that a question not be asked that the City alr•eady
knows the answer• to.
Scalze pointed out that in the last sur~vey done sever•a1 year•s ago
ther•e was over•whelming suppor•t for~ the pur•chase of Spooner~ Par•k.
Fahey agr~eed and pointed out that the City has built up a fund for~
the pur~chase of the par•k. Fahey pointed out that if the sur•vey
showed that r•esidents wer•e not in favor• of pur•chasinq Spooner~
Park, the Council would not know their reasons for opposing the
purchase.
Fahey suggested that a question be included asking if people would
be in favor of the purchase of park property in the Centerville Road
area if no tax increase were necessary.
Mor~ris felt that the question was being biased. Mor~r~is suggested
that the question be asked if people ar•e in favor• of the pur•chase
of pr~operty in the Centerville Road ar~ea, and if people say they
ar•e not in favor•, the sur~veyor• can ask why not.
Page -6-
