MI ~IUTES <br />City Council <br />Feb. 10, 1988 <br />f1aintenance Blesener reviewed the reports submitted by the Superintendent c~mparing <br />Plor•ker• the size of Little Canada's maintenance staff with those of the cities <br />(Cont.) of Ar~den Hills, Mendota Heights, St. Anthony, and Vadnais Heights, which <br />are close in size with Little Canada. It was noted that St. Anthony <br />was high with 14 employees in their• maintenance depar~tment, while <br />Little Canada was low with 4 employees. Ar~den Hills has a maintenance <br />staff of 7 full-time employees, Mendota Heights has 6 employees, and <br />Vadnais Heights has 6 employees. The r•epor•t also compar~ed miles of <br />streets, watermains and sewer lines. <br />Blesener~ pointed out that in the past two to thr~ee year~s, the City's <br />maintenance staff has upgraded its street maintenance program. <br />Blesener• r•epor~ted that based on the r~epor•ts, he is in favor~ of an <br />additional full-time maintenance employee, and noted that an additiona1 <br />employee has been budgeted for•. <br />Blesener~ felt that the Council should author•ize the Super~intendent to <br />offer• a full-time maintenance wor~ker• position to Pat Dunn, who has been <br />employed by the City's maintenance depar•tment in a tempor•ar•y position <br />for the past few years. Blesener felt that the salary should be 85% <br />of the salar•y cur~r~ently r~eceived by Scott Heaton, cur•r~ently a maintenance <br />wor~ker~ for• the City. The salar•y should be incr•eased annually over~ the <br />next thr•ee year•s so that at the end of that time both maintenance wor•ker•s <br />would be r•eceiving the same r•ate of pay. <br />alesener~ also pointed out that the Maintenance Depar~tment has bequn <br />a sewer jetting progr•am and would like to be able to clean all sewer <br />lines once ever•y two year•s. However•, since the pr~ogram was initiated <br />two year~s ago, only half the City has been done. <br />Blesener stated that he felt comfor•table not adver•tising the position <br />noting that Pat Dunn has been a competent employee and additional <br />cler~ical staff has been added in the same manner•, that is,full-time <br />employment was offer•ed to tempor•ar•y employee. <br />Scalze agr•eed that pointed out that she viewed the situation as <br />some~vhat of a pr•omotion within the staff from tempor•ar•y employment <br />to full-time status. <br />LaValle suggested that the Per•sonnel Or•dinance be r•eviewed as he <br />thought the or•dinance r~equir~ed that vacant positions must be <br />adver~tised. The City Cler~k did not believe the Or~dinance made this <br />requirement. <br />Mr~.
