Scalze. <br />Ayes (4) Blesener•, Scalze, Collova, Fahey. <br />Nays (0). <br />Resolution declar~ed adopted. <br />This r•esolution appear~s in Resolution Book No. 19, Page 71. <br />Blesener• r~eviewed the pr~oposed 1988 Water• Budget which is pr~oposed at <br />~563,210 versus $529,871 for 1987. <br />Agenda Bl esener~ r~epor•ted that the Ci ty has di scover•ed the sour•ce of i ts water~ <br />Item No. 16 loss in a faulty meter•. The City will be getting a rebate on the <br />amount of water• usage incor~rectly char•ged the City by the City of St. <br />Paul. The r~ebate will be calculated back to Januar~y of 1986. 131esener• <br />also r~epor•ted that the City of St. Paul will test this meter• on an <br />annual basis to ensur•e that the meter• r~emains accur~ate. <br />Blesener• also explained that the pr~oposed budget includes salar•y <br />amounts for~ one-thir~d the salar~y of the new office employee, and one- <br />thir•d the salar•y of the new maintenance position that is pr•oposed. <br />Fahey asked the status of the new water• r•ate agr~eement the City has <br />been negotiating with the City of St. Paul. <br />The Public Wor•ks Super~intendent r•eplied that the agr~eement has not <br />been finalized. The City has been waiting for~ the City of Maplewood <br />to finalize a new agr•eement with St. Paul. Flowever~, the City does have <br />an offer• fr•om St. Paul to give Little Canada the same r~ate tier~ <br />str~uctur•e that Roseville receives. The Super~intendent estimated that <br />under~ the Roseville r•ate, the City of Little Canada could decr•ease its <br />water~ r~ate fr•om $1.50 per• thousand gallons to $1.35 per thousand gallons. <br />Blesener• al so r~epor•ted that St. Paul has offer•ed to r•ebate thi s r•ate <br />back to Januar•y of 1986. <br />The City Attor•ney r•epor~ted that the St. Paul Water~ Depar•tment has assur•ed <br />the City that the Roseville rate would become effective at the time a <br />new contr~act is signed. The Attor~ney stated, however•, that the City <br />will not lose anything by waiting since St. Paul has agr•eed to a r•ebate. <br />The Attorney reported that the City is not only waiting for Maplewood <br />to negotiate a r~ate, but also ther•e is pending Legislation that will <br />r~estr•uctur•e the Water~ Department so that i t i s not contr•ol l ed by the <br />City of St. Paul. The Attor•ney believed that this would put the <br />subur•bs in a better• negotiating position. <br />Scalze asked why Roseville charges $1.06 per~ thousand gallons under~ <br />thei r~ r~ate wi th St. Paul , but at Rosevi 11 e' s r~ate str•uctur~e Li ttl e <br />Canada would have to char•ge $1.35 per thousand gallons. <br />The Super~intendent explained that the r•ate is based on a tier• str~ucture. <br />The mor~e water used, the lower~ the r•ate. Roseville is a lar•ge water• <br />user~ and gets to the bottom of the tier• str•uctur~e, while Little Canada <br />Page -14- <br />
