MINUTES <br />City Council <br />Mar•ch 9, 1988 <br />Wms. Br•os. Mr•. David Yeng, Special Assignments Super•visor~ for• Williams Br~os. <br />Pipeline Pipeline, appear~ed befor•e the Council to r~epor•t on the r•emediation <br />Clean-Up activities at the Viking Dr~iv e spill site. Yeng r~epor~ted that he <br />Update would have Scott Lapem of the fir~m Lagette, Rash ear~s & Gr•aham, a <br />Agenda 9r•oundwater~ consulting fir•m, pr~ovide the details of the clean-up <br />Item No <br />6 oper~ation. Yeng outlined the cr•edentials of Mr•. Lapem as well as <br />. the fir•m of Lagette, Rashear•s & Gr•aham. <br />Mr. Lapem reviewed the history of the spill as v!ell as monitoring <br />and clean-up activities in detail. <br />Fahey asked how long the clean-up would take. <br />Lapem r•eplied that State law r•equir•es that the clean-up continue until <br />the gr~ound water~ effected by the spill can meet dr•inking water~ standar•ds. <br />That is the water• must meet the standar~d of only 6 par•ts per~ billion of <br />contaminants. The cur~r~ent level is 17 par~ts per• billion. <br />Fahey commented that the clean-up oper~ation will continue indefinitely <br />until such time as the gr•ound water~ that was effected by the spill can <br />meet dr~inking water• standar•ds. <br />Lapem r•epor•ted that they ar•e also testing the wells for• ~27, 435 and <br />445 Viking Dr•ive on a quar~ter~ly basis and have deter•mined that ther•e <br />is no contamination in these wells. Lapem also explained that the <br />gr•ound water~ and the homeowner•s' wel l s i n the ar•ea ar•e at di ffer•ent <br />levelsand supplied by different sources. Therefore, Williams Bros. <br />and its testing company ar~e confident that the contamination will not <br />r•each the pr•ivate wells in the ar~ea. <br />Kevin Fouse, r•epr~esenting the Pollution Contr•ol Agency, r~epor~ted that <br />his agency is overseeing the clean-up operation and Williams Bros. has <br />complied with ever•ything that the PCA has asked them to do in the <br />clean-up of this spill. <br />Patty Palmen, r•esident of the ar•ea, asked why her~ well has not been <br />tested. <br />Lapem r•eplied that the well of the pr•operty owner~ adjacent to P9r•s. <br />Palmen has been tested and no contamination has been found. The <br />Palmen pr~oper•ty is located to the west of the spill site and it has <br />been deter•mi ned that the gr•ound water• i n thi s ar~ea i s movi ng towar~ds <br />the northeast. Therefore, Lapem stated he was certain that the <br />Palmen well would not be effected. Lapem also r•epor~ted that the <br />monitor•ing wells to the west have been tested and ther•e has never• <br />been any contamination discover•ed at these wells. <br />Lapem suggested, however~, that if Mr•s. Palmen was mor•e comfor•Uable <br />havi ng her• wel l tested, that she contact Mr•. Yeng of Idi 11 i ams Br•os. <br />about this. <br />Yeng indicated that he would discuss the matter~ with Mr~s.
