MIn1UTES <br />Council and Planning Commission <br />March 10, 1988 <br />Fahey pointed out that by expanding the definition of Public zoning, <br />the City would have mor~e contr~ol over• the pr•oper~ty, however•, the City <br />would lose its negotiating position with the School Distr•ict for~ <br />r~etention of the r•ecr•eational facilities at Capitol View. <br />Fahey stated that he woultl like to r•etain, at a minimum, use of the <br />lands to the east of the Capitol View building. <br />Fahey stated that the School Distr~ict would like the pr~oper•ty r•ezoned <br />to Q-3 PUD as this zoning would command a higher• sale pr•ice. <br />DeLonais pointed out that ther•e ar~e cur•rently some big pr•ojects being <br />under~taken by the City and expr•essed concern for~ the mill r~ate in the <br />City. <br />Scalze felt that the pr•ojects could be accomplished without r~aising <br />taxes. <br />Fahey pointed out that if the School Distr•ict adds classr•ooms to the <br />Little Canada Elementar•y School, and the fact that the Cit,y has access <br />to the r•ecr~eational facilities at the Middle School, ther•e is question <br />whether• the inside facilities at Capitol View ar~e needed by the City. <br />DeLonais suggested that rather than add onto Little Canada School, <br />the qr•ade school should be moved to the Capitol View site. <br />Fahey pointed out that it was better• to have a gr~ade school in a <br />nei ghbor•hood setti ng r•ather• than 1 ocated on Ri ce Str•eet. <br />Paul Bor~g, r~epr~esenting the School Distr•ict, explained the var•ious <br />moves planned for~ 1988 and 1989 and pointed out that the School <br />Distr•ict has sufficient elementar•y space for the next 12 to 15 year~s <br />accor~ding to census data. <br />It was noted that the moves will pr•eclude the use of Par~kview as a <br />community center•, and Fahey asked if ther•e was any thought to expanding <br />community ser~vices on the east end of the Distr~ict. <br />Bor•g pointed out that the expansion of the Little Canada School <br />will incr•ease community ser•vices in that school and that ther~e may <br />be additional space in the Middle School for~ such ser•vices when 916 <br />builds its own facility. <br />Bor~g commented that it would be a financial str~ain on the School <br />Distr•ict to have a building the size of Capitol View used exclusively <br />as a Community Center. Qorg pointed out that there are a liroited <br />number• of tax exempt or•ganizations needinq this kind of space. <br />Fahey pointed out that if Capitol View is sold to Globe Business <br />College, the building will have to be spr•inkler•ed. <br />Bor•g commented that this impr•ovement may be an obligation the buyer• <br />will have to take car•e of. <br />Page -2- <br />
