MINUTFS <br />Council and Planning Commission <br />March 10, 1988 <br />6or•g r•epor•ted that the School Distr•ict has not made a final decision <br />on the need to r~etain the outside facilities at Capitol View, and <br />pointed out the facilities at the adjacent Middle School. Bor~g r~epor•ted <br />that the outside facilities at Capitol View ar~e cur•rently used mainly <br />b,y gr~oups fr~om the City of St. paul. <br />Fahey asked if the School Distr~ict was willing to discuss r~etention of <br />the land to the east. <br />Bor~g replied that these ideas have not been dismissed. <br />Her•kenhoff commented that St. Ber~nar•d's High School is inter~ested in <br />the site as well, and felt that if St. Bernar•d's purchased the pr~oper•ty <br />it would r~esolve a lot of the concer•ns being discussed tonight. <br />Fahey noted that St. Ber•nar•d's would be a per~mitted use under the pr•esent <br />definition of Public zoning. <br />Fahey asked if the School District was willing to discuss a shared <br />retention of the inside r•ecr•eational facilities at Capitol View. <br />Bor~g r•eplied that this has not been explor~ed at this point. Bor~g also <br />commented that the District is working well with two pools and accommodating <br />the requested programs. I3or~ stated that there has been no pressure to <br />put the Capitol View pool into operation, however, the City of Roseville <br />would like to use the gymnasium. <br />Husak again commented on the difficult.y of getting into swimming lessons. <br />Davison stated that he was concerned about the impact to the area if <br />a commercial business were located at the Capitol View site. Davison <br />pointed out that the ar•ea is a congested one alr•eady. <br />Fahey pointed out that if the entir•e site wer•e r~ezoned B-3 PUD, this <br />zoning would extend to Jackson, which would be further• into the <br />r~esidential ar•ea than the City would car~e to see it. Fahey was concer•ned <br />that if the property were rezoned B-3 PUD, a developer would eventually <br />come in with development plans for~ the vacant pr~oper~ty. <br />Bor•g pointed out that ther•e is cur•r~ently PUD zoning to Jackson. <br />Scalze noted that the St. Jude's Medical facility has pr~ovided a 100 <br />foot buffer• ar•ound the enti r•e per•imeter of thei r• pr•oper•ty to pr•otect <br />the r•esidential development in the ar•ea. <br />Fahey felt the City needed to convince the School Distr•ict that it <br />deser~ves some suppor~t with r•egar•d to community education. <br />Davison asked how ser~ious Globe ¢usiness College was about the pr~oper~ty. <br />Bor•g r•eplied that the School ~istr•ict has an offer fr~om Globe for• the <br />pr•oper~t,y. <br />Page -4- <br />
