MINUTES <br />Council and Planning Commission <br />March 10, 1988 <br />Fahe,y stated that he is awar~e that the School Distr•ict would like <br />to pr•oceed wor•king with a buyer• for• the site, and wants some dir•ection <br />fr•om the City with r•egar~d to the outside facilities as well as indoor~ <br />r•ecr•eational facilities. Fahey suggested that some r•esear~ch needs to <br />be done b,y the School Distr•ict as well, such as looking into the <br />feasibility of having a satellite community center~ on this side of <br />the District. Fahey stated that he is awar~e that the zoning of the <br />property will effect the purchase price. <br />Bor•g pointed out that ther•e ar•e oper•ational costs cur•r•ently being <br />incur~r~ed with the building. <br />Fahey asked for• the feeling of those pr•esent with r•egar•d to indoor~ <br />and outdoor~ facilities. <br />Scalze noted that the other• option is that St. Ber•nar•d's does not <br />r~equir•e a zoning chanqe. Scalze noted that with r•egar~d to the Lexington <br />sale, City of Roseville determined that it was not in the best <br />inter•ests of the City to change the zoning of that pr•oper~ty. The <br />pur~chaser~ of the Lexington site will have to wor~k with the cur•r~ent <br />zoning. Scalze pointed out that ther•e ar•e a lot of options that the <br />City must explore. <br />Fahey aqr•eed that if St. i~er•nar•d's made an offer• and a zoninq change <br />was not necessary, the School District would be har~d-pr~essed to make <br />a claim against the City for refusing to rezone the property so they <br />could sell the building to someone else. <br />Scalze commented that the City must consider what is best for the City. <br />Fahey also noted that the Council must consider• the amount of tax <br />dol l ar•s the pr•oper~ty woul d gener•ate. <br />The City Cler•k estimated that based on a$2.5 million valuation for <br />the property, the City's share of tax dollars would be about A30,000 <br />per year. <br />Per•1 i nger~ asked how i nter~ested St. Ber~nar•d' s i s i n the si te. <br />Fahey r•epor•ted that St. Ber•nar•d's has not made an offer• at this point <br />and that the site is too lar~ge for• just their school. <br />The Chairman of St. Bernard's School Board reported that the school <br />has not concluded whether~ or• not it can affor•d the Capitol View <br />site since they cannot occupy the entir•e str•uctur~e. Something would <br />have to be done with the r•emainder• of the building, and St. Ber•nar•d's <br />would be inter•ested in wor•king with the City on use of r•ecr~eational <br />facilities at the school. St. Ber•nar•d's finds the outdoor~ facilities <br />attr•active since this is what they ar•e cur•r•ently lacking at their~ <br />pr•esent si te. <br />The Chair~man stated that he would like to see the zoning of the pr•oper•ty <br />Page -5- <br />
