PIINUTES <br />City Council <br />Apr•il 27, 1988 <br />L&S <br />Enterpr•i ses <br />Auto Repair <br />License <br />(Cont.) <br />Fahey r•eviewed the r•epor•t of the Building Inspector• dated April 2.6, 1988. <br />The City Cler~k r~epor~ted that the site plan for• the building was appr~oved <br />with two offices. Ther•e are now thr~ee offices on the premises. The City <br />does not know when the third office was installed, and ther•e was never <br />a r•evised site plan or appr•oval received fr•om the City for the thir•d office. <br />Andy LaMotte, L& S Enter~pr•ises, asked why he was being penalized for• <br />the ar~ea that he was not leasing. <br />Blesener• stated that LaMotte was not being penalized, but the City is <br />requir~ing the building owner• to clean the proper~ty up. <br />Fahey pointed out that the City appr•oved a site plan with two offices, <br />and now the building has thr~ee. Changes wer•e made in the building without <br />any inspection on the par~t of the City. Fahey noted the potential Code <br />violations in this situation. Fahey felt that if the matter• was not r•esolved <br />quickly, the City would look to revoking the business licenses of the other~ <br />two businesses in the building. <br />Fahey felt that the building owner• should be given two weeks to cor•r•ect <br />the situation and notices should be sent to the other• two businesses in <br />the building that unless the recommendations of the Quilding Inspector~ <br />ar•e complied with, the business licenses for• these two businesses would <br />be r•evoked. Fahey suggested that the City allow L& S Enter~pr•ises to <br />oper•ate in the building for• the two weeks. <br />Fahey stated that anything the Duilding Inspector~ feels should be done <br />immediately should be and if the Building Inspector~ is willing to set <br />up a timetable for• r•esolution of some pr•oblems, the building owner• will <br />have to wor•k that out with the Quilding Inspector. <br />LaMotte stated that had he known this situation would ar•ise, he would <br />have kept his business in St. Paul and may look to another~ subur•b for~ <br />a location. <br />Scalze noted that Mr. LaMotte reported at the last meeting that his <br />business has not oper•ated in St. Paul for some time. <br />Fahey pointed out that the City cannot allow Codes to be violated. <br />The City is asking the Building Inspector to wor•k with the pr•oper~ty <br />owner• in a r•easonable fashion. Fahey noted that par~king r~equir•ements <br />may not be met with three businesses on the pr•emises, and noted the <br />exi sti ng par•ki ng pr~obl em i n Ryan Industr•i al Par•k. <br />Collova did not feel that the impr•ovements listed by the Building <br />Inspector• wer•e ter~r~ibly expensive. <br />LaPlotte noted that the area is an industr•ial ar~ea. <br />Blesener• pointed out that the ar~ea is not a junkyar~d. <br />Page -20- <br />
