MINUTES <br />City Council <br />June 8, 1988 <br />Saiko <br />Dr•ainage <br />Pr~obl em <br />(Cont.) <br />Scal ze r~epor~ted that the pi pe fr•om the tr~ai 1 er• cour•t i s di recti ng sur•face <br />water into the ar~ea and cr•eating a pond. <br />Fahey stated that the tr•ailer~ court would have to be contacted to see if <br />they ar~e willing to par~ticipate in the cost of extension of the pipe to <br />the Demont stor~m sewer~. Fahey did not believe City funds should be spent <br />to assist a developer~ who is dumping water• into the r~oad. Fahey again <br />questioned the City's involvement in resolving gr•ound water~ pr~oblems. <br />Blesener• noted that the sur•face water~ fr~om the tr~ailer• cour~t is satur~ating <br />the gr•ound in the ar•ea of the Saiko proper•ty. <br />The City Engineer stated that he would not guar•antee that the extension to <br />the Demont storm sewer• would r•esolve the Saiko water~ pr~oblems. The Engineer <br />r•eported that the State climatologist has indicated that the 10 year•s <br />pr~oceeding 1986 wer~e the wettest years since r•ecor•ds have been kept and <br />the 5 year•s proceeding 1986 wer•e the wettest 5 year•s. The City Engineer <br />repor•ted that thi s has caused gr•ound water~ 1 evel s to r~i se. <br />Fahey pointed out that gr~ound water~ may be seeping into the Saiko basement. <br />Scalze pointed out, however~, that water• from the tr~ailer• cour•t should be <br />di r~ected i nto the Demont stor~m sewer~. <br />Scalze pointed out that the City has r•equir~ed other• developer•s to take <br />car•e of their~ surface water• at their~ own expense. <br />Council discussed the possibility of assessing benefited pr•oper~ties for• <br />any impr•ovement. <br />Scalze pointed out the pr•ecedent which was set in the Sleepy Hollow <br />dr•ainage impr•ovement wher~e all pr~oper•ties contr~ibuting to the r~un-off <br />in the ar~ea wer•e assessed pr•oportionately for• the improvement. <br />Mr. Blesener~ intr•oduced the following r~esolution and moved its adoption: <br />RESOLUTION N0. 88-6-235 - INSTRUCTING THE CITY <br />ENGINEER TO PUT TOGETHER A PROPOSAL FOR DRAINING <br />SURFACE WATER FROM THE MOBILEHOME PARK, INCLUDING <br />FRENCH DRAINS TO PICK UP SOME OF THE GROUND WATER, <br />TO THE STORM SEWER ON DEMONT AVENUE, AS WELL AS A <br />COST ESTIMATE FOR THE IMPROVEMENT AND A RECOMMENDATIOPd <br />ON ASSESSMENT POLICY FOR THE IMPROVEMENT <br />The foregoing r•esolution was duly seconded by Mr•. Fahey. <br />Ayes (5) Blesener, Fahey, Scalze, Collova, LaValle. <br />Nays (0). <br />Resolution declar~ed adopted. <br />This r~esolution appear~s in Resolution Book No. 19, Page 239. <br />The Saiko's expr•essed concer~n with some clean-up needed in the ar•ea. <br />Page -8- <br />
