MINUTES <br />City Council <br />June 22, 1988 <br />Saiko <br />Dr~ainage <br />(Cont.) <br />into the Demont stor•m sewer• and eventually into Savage Lake. <br />The Council was asked who would pay for the impr•ovement. <br />The City Engineer~ suggested that City stor~m sewer~ fund could be used. <br />The City Cler~k pointed out that the pipe would pick up run-off fr•om the <br />trailer• court, the school proper~ty and the Saiko pr~oper~ty and it would <br />be difficult to prove benefit. <br />Fahey questioned the use of stor•m sewer~ funds since the impr•ovement would <br />resolve a pr•oblem caused by run-off fr•om the tr~ailer cour•t. Fahey also <br />questioned the City's r•esponsibility in r•esolving gr•ound water• pr•oblems. <br />The City Engineer• agr•eed that this pipe he is pr•oposing would pick up <br />some of the gr•ound water•. The Engineer~ pointed out that ther•e are <br />spr~ings in the ar~ea that add to the gr~ound water• pr•oblem. <br />Mr~s. Saiko's daughter~ r•eported that this ar~ea was dr•y and the pr•oblem <br />has only sur~faced in the last few year~s. <br />The City Engineer• pointed out that the gr•ound water• table has r•isen in <br />the last 10 year•s. <br />Scalze stated that a lar•ge per•centage of the water• coming into the ar•ea <br />is fr•om the tr~ailer par•k, and agreed that the City should not pay for• <br />cor~rection of gr•ound water• pr•oblems that ar•e causing someone to have a <br />wet basement. <br />Fahey felt the impr•ovement should be assessed and not paid for fr•om the <br />Storm Sewer~ Fund. Fahey also agreed that gr~ound water• was not a City <br />problem. <br />Scalze felt the cost of the impr•ovement should be assessed to the tr•ailer~ <br />cour~t and the School Distr•ict. <br />The City Engineer• r•epor•ted that the School's playing fields drain into <br />Demont. The Engineer• suggested that some agr~eement be wor•ked out between <br />the var•ious pr•oper•ty owner•s for~ corr~ection of the problem. <br />The City Engineer also felt cor•rection of the pr•oblem was feasible with <br />the use of plastic pipe pointing out that a concrete pipe would double <br />the cost. <br />Fahey stated that if it was less expensive to use plastic pipe which <br />would incidentally correct a ground water problem, than that was agreeable <br />to him. Fahey suggested that the City Engineer~ r•eview the situation <br />fur~ther• and make a r•ecommendation to the Council on which pr•oper~ties <br />will be benefited by the impr•ovement and how the impr~ovement should be <br />assessed. Fahey also suggested that the matter• be discussed at the <br />July 13th Council meeting and the tr~ailer cour•t owner•s be invited to <br />that meeting. <br />Page -18- <br />
