MINUTES City Council Sept. 14, 1988 Palmen The City Engineer• reported that Mr. Palmen is requesting the fill in Land Fill pr•eparation for• house sites. The Engineer• re por•ted that he has r~eviewed Permit the request and recommends approval. Palmen has obtained the per~mission (Cont.) of the DNR, Ar•my Corps of Engineers, Williams Bros. Pipeline, 5t. Paul Water~ Department and DNR for the filling. Palmen r•eported that the 1,000 yards of fill is what he needs for house pads for 1 or 2 lots. He is not sure of the total cubic yar•ds of fill that are needed for the entir•e development. There may be the possibility of obtaining som e fill dirt to do the entir~e pr~oject, however•, at this time he is only requesting a permit for• 1,000 cubic yards. Scalze asked wha t provisions ar~e being made f or run-off. Palmen reported that he will be constructing a pond on the proper•ty. An over~flow pipe will also be installed and when the level of the pond r•eaches a certain level, run-off will be dir•ected into the DNR ar•ea on the Turn- quist property. Mr•. Blesener introduced the following resolution and moved its adoption: RESOLUTION N0. 88-9-388 - APPROVING A LANDfILL PERMIT FOR MR. RONALD PALMCN FOR 1,000 CUBIC YARDS OF FILL FOR HIS PROPERTY ON EAST VII<ING DRIVE The foregoing r~esolution was duly seconded by Mr. LaValle. Ayes (5) Blesener•, LaValle, Scalze, Collova, Fahey. Nays (0). Resolution declared adopted. This resolution appears in Resolution Book No. 20, Page 401. Grabrick Mr•. Grabrick, Greenbr•ier• Circle, appear•ed before the Council r•equesting Fill appr•oval of a fill permit for• his property. Grabr•ick reported that the Permit lot adjacent to him, on the cor•ner of Greenbr•ier~ Cir•cle and County Road B-2 was filled. The property owner received approval of a permit for ,4genda 350 cubic ,yar~ds of fill and put in approximately 1,500 cubic yards of fill. Flddition Grabr~ick reported that his backyar•d is now much lower than the neighboring lot and run-off will be trapped in his backyard. Grabrick reported that the cor•ner• 1ot used to be a holding pond, and now water is being directed into his backyard. Scalze pointed out that the corner• lot was never~ designated as a holding pond. Grabr•ick r•eported that he would like to haul in 1,000 cubic yards of fill so that he can br•ing the level of his backyard up and direct r•un-off ar~ound the house and to Greenbrier Circle. Page -6-
