MINUTES <br />City Council <br />September 28, 1988 <br />Carla The City Engineer reported that bids wer•e opened yesterday on the Car•la <br />Lane Lane overlay, Improvement No. 88-16. The City Engineer submitted a <br />Imp. No. letter dated September 28, 1988 listing the bidders and bid amounts <br />88-16 received. The Engineer~ reported that the low bid is over• his bid <br /> estimate. At the improvement hear•ing, property owners were informed <br />Agenda that the estimated cost of the improvement was $1,100 per~ lot. <br />Item No. 11 However, the actual cost would be $1,502 if the low bid is accepted. <br /> The Engineer reported that the r~eason the cost is over estimate, is that <br /> some additional items were added to the improvement, such as additional <br /> patching that is necessary, reconstruction of catch basins, top soil and <br /> sod, improvement to driveway aprons. Also, the pr•oject would be done <br /> late in the season, and bids ar•e a little higher for this reason as well. <br /> The Engineer r•eported that seven bids were received. The low bid was from <br /> Bituminous Consulting and Contracting in the amount of $27,326. The <br /> high bid was in the amount of $42,345. <br /> The City Engineer reported that the low bid is 36% over~ his estimate and <br /> suggested that the Cit,y Council may want to consider holding another <br /> public hearing on the improvement. However, if that is done, the project <br /> will not be done until the Spring, and the bids may be more expensive <br /> at that time of the year. <br /> The Engineer~ also pointed out that the project has been bid on a unit <br /> price basis, so there are some ar•eas where the cost may be less than <br /> the bid reflects. <br /> The Council discussed the matter and the fact that property owners in the <br /> area overwhelmingly supported the improvement at the improvement hear~ing <br /> and wished the project to be completed this fall, if possible. <br /> Given the fact that if another~ public hear~ing is held, the project would <br /> be delayed until spring, and the project could be more expensive if r~ebid <br /> for• spring construction, it was the concensus of the Council to awar~d the <br /> low bid at this time. <br /> Scalze suggested that the pr•operty owners be sent a copy of the City <br /> Engineer's report outlining the bids and reasons for the Council's decision <br /> to proceed with the pr~oject. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION N0. 88-9-411 - APPROVING AND AWARDING <br /> THE BID OF BITUMINOUS COMSULTING AND CONTRACTING <br /> FOR IMPROVEMENT N0. II8-16, CARLA LANE OVERLAY, <br /> SUBJECT TQ REVIEW AND ACCEPTANCE OF THE <br /> CONTRACTOR'S REFERENCES BY THE CITY ENGINEER <br />The foregoing resolution was duly seconded by Mr•. Fahey. <br />Ayes (5) Blesener, Fahey, LaValle, Scalze, Collova. <br />Nays (0).
