MINUTES <br />City Council <br />September 28, 1988 <br />Proposed The City Planner reported that the rezoning proposal is a result of the <br />Rezonings Council's request that his firm look at the area since it had concer~n <br />(Cont.) with the building quality in the area. The Planner reported that he <br /> examined the exis ting building and land uses on a property by property <br /> basis. Based on the existing land uses and feelings of the Council for <br /> future use of the proper•ties, the r•ezonings were proposed. <br />The Planner• reported that the general intent is to upgrade the industrial <br />building type in the area. The Planner pointed out that the large area <br />proposed as IP Distr•ict would r•emain industrial use. The Planner also <br />pointed out that he is proposing that much of the Rice Street fr~ontage <br />be r•ezoned to commercial, which reflects its current use. Ryan Industrial <br />Par•k and the 4loodlyn Avenue area would remain as I-1 under~ hi s <br />recommendation. The Knox, Levitz and Connco sites ar~e proposed as Business <br />Warehousing District, which r•eflects its cur•rent use. The City Garage <br />property is proposed to be rezoned to Public. <br />Fahey suggested that B-3 zoning would be more appropriate for the Kath <br />property even though the business may be non-conforming under that zoning. <br />The Planner replied that the Kath business would not be non-conforming under <br />a B-3 zone since all the uses under• a B-2 zoning, which is what he is <br />proposing for the Kath pr•oper~ty, ar•e permitted under the B-3 zone as well. <br />Blesener pointed out that B-3 is planned for the rest of Rice Street and <br />B-3 for the Kath property would keep the zoning along Rice Street consistent. <br />Scalze asked if the Kath business was a conforming use under his present <br />I-1 zoning. <br />The Planner replied that it was, however~, felt a B-2 zoning was more <br />appropriate. <br />Harry Kath reported that he objected to the B-2 zoning as proposed and <br />requested a B-3 zoning. Kath pointed out that the majority of his business <br />does not deal with auto parts, but rather petroleum products. Kath felt <br />B-3 was a more appropriate zoning for his business. <br />It was the concensus of the Counc~1 that B-3 zoning would be more <br />appr•opriate for the Kath proper~ty. <br />Fahey suggested that the Council next duscuss the 35% building coverage <br />limitation, pointed out that the City has received letters from McKesson, <br />Vincent Brass and Thermoform objecting to this limitation. <br />Blesener• pointed out that the main intent of the rezonings proposed was <br />to address building quality. Blesener asked if there wer~e any other <br />objections to the rezonings. <br />Collova agreed that the intent of the rezonings was to raise building <br />quality standards. <br />Page -3- <br />
