MINUTES <br />City Council <br />September 28, 1988 <br />Proposed Fahey pointed out that there is a lot of vacant property in this ar~ea, <br />Rezonings and the City wants to see this property developing with high-quality <br />(Cont.) developments. Fahey also pointed out that the City has various financing <br />tools available to help developers. Assuming there was no restriction <br />for building coverage in the IP District, Fahey asked if there were <br />any other objections to the rezoning. <br />There was no one present from McKesson, Vincent Brass or Ther•moform to <br />comment on this issue. <br />The City Planner reported that he had a concern with focusing too much <br />on building quality and avoiding site quality. The Planner reported <br />that many industrial parks are attractive because of their landscaping. <br />The Planner reported that the Yorkton Industrial Park has a building <br />cover•age range of about 35%. The Planner pointed out that r~educing the <br />building coverage restriction will change the char~acter of the development <br />the City will get and will cause the area to look different than the <br />campus type industrial park. <br />Blesener suggested that rather than eliminating the restriction, he would <br />prefer to amend it. <br />The Planner pointed out that the I-1 district has no building coverage <br />limitation and buildings can be expanded up to the required setbacks. <br />Fahey pointed out that the Yorkton Industrial Park developed with no <br />building cover•age standards and Larry Lee developed a quality industrial <br />park. Fahey suggested that the Council thirik about this issue. <br />Scalze asked the building coverage percentage for the Yorkton Industr•ial <br />Park. <br />The Planner r~eplied that it was in the 30 to 35% range. <br />Scalze pointed out that when the City rezoned the area east of the freeway <br />to Industrial park, those developers were able to live with the building <br />coverage restriction. Scalze did not believe changing this restriction <br />for the proper•ty west of the freeway was fair. <br />The Planner r•eviewed the development in the IP Distr~ict east of the <br />freeway and pointed out that more factors than the building coverage <br />limitat~on dictated the site coverage these developments have. <br />DeLonais suggested that a higher building coverage percent be adopted <br />so that existing businesses would have the opportunity to expand their <br />businesses, r~ather than having to move out of the City once they outgrow <br />their building. <br />Fahey pointed out that parking requirements will help to dictate building <br />coverage of a site. <br />The Planner also reported that the IP District requires 25% of the site <br />to be retained in landscaped area, and this together with parking <br />Page -4- <br />
