MINUTES <br />City Council <br />October• 12, 1988 <br />1988 Budget Fahey reported that the rational for the 2% additional increase for <br />(Cont.l depar~tment heads was that these employees were doing an excellent job <br />for the City. However, Fahey stated that he has not been totally happy <br />with the performance of the City Cler•k in all areas, and would support <br />a 4% increase for the Clerk. Fahey felt that the Building Inspector and <br />Public Works Super•intendent were doing an excellent job for the City, and, <br />therefore, he would support 6% incr•eases for~ these individuals. Fahey <br />felt the Building Inspector• and Public Works Super~intendent went above <br />and beyond for the City and should be rewarded accor•dingly. <br />Scalze stated that her problem was looking at job performance for some <br />employees and not all. Scalze suggested that if job performance is being <br />considered in deter•mining the amount of incr•ease for the Building <br />Inspector and Public Works Superintendent, then it should be consider~ed <br />in determining increases for• all other City employees as well. <br />Collova stated that he feels the job duties of the Building Inspector <br />have been changed and expanded and, therefor~e, the additional increase <br />was warranted. <br />Scalze reported that she gets complaints about Code violations or land- <br />scaping plans that ar•e not being followed up on, and asked whose job <br />it was to make sure these items are being addressed. Scalze pointed <br />out that just this evening it was brought to the Council's attention <br />that Larr•y Lee has not completed his berm. <br />Fahey pointed out that the Council has addr•essed Code violations on a <br />complaint basis. Fahey suggested that if the Council wants the Building <br />Inspector to addr•ess Code violations differ~ently or to follow up on <br />landscaping plans, then the Council should direct him accor~dingly. <br />Fahey also pointed out that depar•tment heads have increased responsibility <br />over the average employee. <br />Scalze asked whose responsibility it was to follow up to make sure <br />landscape plans ar•e completed. <br />Fahey suggested that if it, is the Quilding Inspector's r•esponsibility, <br />then the Council should giver the Building Inspectur that dir•ection. <br />Ccllova report~d that the~re have been problems with getting landscape <br />plans completed in the past, and suggested that the City set a policy <br />for• the follow up on such plans. <br />Blesener repor•ted that there is a pr~oblem with follow-up and reported <br />that there is a business at 3176 Spr•uce Str•eet which was just r•ecently <br />gr•anted a license. The business owner informed the Council that he <br />would not be painting car~s as part of his business. Blesener repor~ted <br />that he went by the business, and ther•e is car painting going on. <br />Blesener repor•ted that last year the City studied the wage scale for <br />City employees, and wages were adjusted accor•ding to the Metro Salary <br />Survey report. Blesener• felt that a 4% increase acr•oss-the-boar•d plus <br />the comparable worth adjustments would be fair•. <br />Page -12- <br />
