MINUTES City Council October 12, 1988 Country Dr. At this point in the meeting, the Mayor• a'sked for comments fr~om the 9eneral Relocation public. (Cont.) Qob Rudy, 2942 Condit Str•eet, asked if existing utilities in Country Drive and Condit were adequate to support future development of the area. The City Engineer replied that existing utilities were adequate, however, as part of the lowering of Countr•y Drive, it is proposed that new utilities be installed. Rudy reported that he has sewer and water• to his property and has been paying assessments for these utilities. Rudy asked if the utilities wer•e removed, what would happen to the assessments on his pr•operty. Blesener• stated that as long as the utilities were being r~eplaced at no char•ge to the pr•operty owners, he thought existing assessments would remain. Rudy asked about the proposal for relocating Country Drive to Condit. Fahey replied that this proposal was considered and has been eliminated. Rudy suggested that perhaps a rezoning of the pr•oper•ty would aid in its development, r~ather• than lowering Countr•y Drive. Fahey pointed out that the City is not proposing any r~ezonings. Fahey reported that it has been suggested to the City that zoning is hindering the sale of the property, but it has also been indicated that the asking price of the pr•operty is hindering its sale. ~lesener r•eported that a developer has indicated that the sight line of the property to the freeway is the problem. Rudy pointed out that if the elevation is lowered, there will be the noise pr•oblem from the freeway to deal with. Rudy pointed out that the State and Federal Governments have spent a great deal of money on noise abatement walls because of fr•eeway noise. Rudy pointed out that curr•ently ther•e is a natur•al barrier to the freeway noise. Rudy stated that he was not convinced that the elevation of the area was the hinderance to the sale of the property. Scalze asked if Rudy was suggesting that the pr~operty would sell if the zoning wer~e changed. Rudy r•eported that he has had several inquir•ies on his pr•oper•ty and was getting some r•easonable offers until the City put a moratorium on the property. Dennis 0'Connell, Suburban Auto, stated that he was in favor of the lowering of Country Drive, but was opposed to the relocation of Country Drive to Condit Street. Council again assured 0'Connell that the r•elocation of Country Drive to Condit Str~eet has been eliminated fr•om consideration. Page -5-
