MINUTES <br />City Council <br />October 12, 1988 <br />Country Dr. At this point in the meeting, the Mayor• a'sked for comments fr~om the 9eneral <br />Relocation public. <br />(Cont.) <br />Qob Rudy, 2942 Condit Str•eet, asked if existing utilities in Country Drive <br />and Condit were adequate to support future development of the area. <br />The City Engineer replied that existing utilities were adequate, however, <br />as part of the lowering of Countr•y Drive, it is proposed that new utilities <br />be installed. <br />Rudy reported that he has sewer and water• to his property and has been <br />paying assessments for these utilities. Rudy asked if the utilities wer•e <br />removed, what would happen to the assessments on his pr•operty. <br />Blesener• stated that as long as the utilities were being r~eplaced at no <br />char•ge to the pr•operty owners, he thought existing assessments would remain. <br />Rudy asked about the proposal for relocating Country Drive to Condit. <br />Fahey replied that this proposal was considered and has been eliminated. <br />Rudy suggested that perhaps a rezoning of the pr•oper•ty would aid in its <br />development, r~ather• than lowering Countr•y Drive. <br />Fahey pointed out that the City is not proposing any r~ezonings. Fahey <br />reported that it has been suggested to the City that zoning is hindering <br />the sale of the property, but it has also been indicated that the asking <br />price of the pr•operty is hindering its sale. <br />~lesener r•eported that a developer has indicated that the sight line of <br />the property to the freeway is the problem. <br />Rudy pointed out that if the elevation is lowered, there will be the noise <br />pr•oblem from the freeway to deal with. Rudy pointed out that the State <br />and Federal Governments have spent a great deal of money on noise abatement <br />walls because of fr•eeway noise. Rudy pointed out that curr•ently ther•e is <br />a natur•al barrier to the freeway noise. Rudy stated that he was not convinced <br />that the elevation of the area was the hinderance to the sale of the property. <br />Scalze asked if Rudy was suggesting that the pr~operty would sell if the <br />zoning wer~e changed. <br />Rudy r•eported that he has had several inquir•ies on his pr•oper•ty and was <br />getting some r•easonable offers until the City put a moratorium on the <br />property. <br />Dennis 0'Connell, Suburban Auto, stated that he was in favor of the <br />lowering of Country Drive, but was opposed to the relocation of Country <br />Drive to Condit Street. <br />Council again assured 0'Connell that the r•elocation of Country Drive to <br />Condit Str~eet has been eliminated fr•om consideration. <br />Page -5- <br />
