MINUTES <br />City Council <br />November 2, 1988 <br />par•king to that side for• the convience of City use of the gymnasium <br />facility. <br />Thein also repor~ted that the School Distr~ict now has the necessary <br />funding for the Little Canada School addition, which it raised through <br />the sale of some properties. However, these funds are planned for the <br />addition itself, and that is the r~eason the School District is requesting <br />that the City finance the outside impr•ovements thr•oiagh a bond issue <br />which the School District will repay. Thein repor•ted that if the School <br />District had to finance the parking area as well, the inter•ior• of the <br />school addition would have to be downgr~aded. <br />Thein felt this was a,qood way for the City and School District to work <br />together~. Thein pointed out that the City will gain additional parking. <br />Thein also pointed out that the Little Canad.a School is a community <br />school and will be used by the community. <br />Thein pointed out that ther•e is the possibility of putting some sidewalks <br />ar~ound the exter•ior of the building. The exterior~ improvements will <br />impr•ove the looks of the building and this improves the community's <br />impressions. <br />Scalze questioned how the City would be able to collect the assessments <br />from the School District, pointing out that ther~e are assessments on other• <br />school property within the City which are not being paid. <br />The City Cler~k r•epor•ted that the School District is disputing the assess- <br />ments on the Roseville Middle School property. However, the City Cler•i< <br />pointed otat that the City does have the power to assess the School <br />District. <br />Scalze stated that if the City is going to sell bonds to finance the <br />parking lot impr~ovements, it must be assured that the bonds will be <br />Y'epaid. <br />Fahey stated that if the School Board says that the bonds will be r•epaid, <br />he will accept this. <br />Mor•elan asked if the west entr•ance to the gym could be used for after~- <br />school activities. <br />Thein replied that this was cor•r~ect. Thein also indicated that a gate <br />will be installed to block off the majority of the building during <br />after•-school activites. Depending on wher•e the gate is placed, the <br />fr•ont entr•ance may be able to be used after•-school as well. <br />Thein again indicated that the School District is very aqr•eeable to <br />wor~king with the City. Thein suggested that the City Attorney and <br />School District attor•ney could work out the details of the assessment <br />agr•eement. <br />Fahey su9gested that the agreement also indicated that inter•nal <br />facilities such as the gym space ~aould be available to the City dur•ing <br />non-school hour•s. <br />Page -3- <br />
