r~rNUTEs
City Council
November 2, 1989
lockers ar•e pr•oposed. Then, in the futur•e, if it is deter•mined shower•s
and lockers ar~e necessar•y, this area could be conver•ted.
Thein stated. that he is not sur•e if the District is interested in mor•e
space for~ stor•age, however, he was sur•e that the Distr•ict was open to
anything the City might want to pr•opose.
LaValle pointed out that the west end of the buildings could be squared
off to provide stor~age ar•ea. LaValle asked what this r.ost ~~ould be.
Thein did not know.
Fahey suggested that perhaps the City should offer~ to pay 50% of the
cost of showers and locker•s with the School Distr•ict picking up the
other 50%. Fahey s~aggested that the City would cover• the cost of
additional storage space.
Thein pointed out that the School District is up against the wall with
r~egard to dollars, pointed out that its available money is earmar~ked
for• the building addition. For the School Distr•ict to picl< up 50%
of the cost of the shower•s, the academic por•tion of the addition would
have to be r•ed.uced. Thein pointed out that the r•emocieling of the
existing school building will be funded fr~c~m the District's capital
outlay budget.
Thein stated that if the issue of shower•s and locker~s can be wor~ked out,
that is gr•eat, however•, they ar~e not an absolute necessity to the facility.
Nadeau asked if storage space could be added under the stage ar•ea.
Thein r~epor•ted that ther•e is some space there now. However, for• a storage
room und.er the stage, this issue was addr~essed and the ar•chitect had
numer•ous r•easons against.
Fahey suggested that the issues be r•eviewed at a public hear•ing.
The City Cler•k pointed out that since the School District would be the
only benefited par~ty in the outside impr•ovements that they ar•e requesting
the City bond for, the School Distr~ict can waive the public hear•ing.
The Cler•k also pointed out that if a bond sale is under• $300,000 it is
a negotiated bond sale.
Fahey stated that his position was to put the showers in as well as the
additional stor•age space for gymnastics equipment. Fahey pointed out
that the Capital View property has been sold and the City cannot
pr•edict the futur•e with regar~d to other• school facilities within the
City.
Mor•elan felt that the need for~ showers should be analyzed. Mor~elan
stated that his position was that the shower•s are not needed. Mor•elan
pointed out that the youth programs do not r•equir•e shower~s, and shower•s
are not used by the women's pr•ogr~ams. It is only a percentage of the
male r~ecr•eation participants that will use showers. Morelan pointed out
Page -8-
