MINUTES <br />City Gouncil <br />November 9, 1988 <br />Carla Blesener reported that the Car•la Lane overlay is nearly complete. Blesener <br />Lane also reported. that there was an incident where the contractor added a <br />Over~lay second driveway access for one of the Carla Lane pr•operties. However, <br />the Public Works Department has corr•ected, that problem by adding some <br />Agenda additional cur~bing. <br />Addition <br />Blesener further reported that street lights for Car~la Lane have been <br />ordered. <br />City Gar•age Blesener r•eported that work has begun on installation of watermain to the <br /> City Garage for~ sprinkling pur~poses. <br />Agenda <br />Addition <br />Recycling Blesener• r~equested that the City Attor~ney review the 1989 recycling contr•act. <br />Contract Blesener r•eported that this contr•act provides for• two pick-ups per month of <br /> recyclables during 1989. <br />Agenda <br />Addition <br />Stand-By Blesener reviewed the November• 9, 1988 r•epor•t of the Public Works Super•in- <br />Policy tendent outlining his recommendation for• a stand-by policy for• Public <br /> Works employees based on similar• policies in other• cities. <br />Agenda <br />Addition <br />Fahey reviewed the report pointing out that ther•e wer~e very few after-hour•s <br /> calls to Public Works employees during 1988 and 1987. Fahey pointed out <br /> the cost to the City for these after~-hour•s calls noting that the Super•in- <br /> tendent's recommendation would greatly increase that cost to the City. <br /> Blesener• did not believe the calls listed were all the after-hour•s calls <br /> received. <br /> Fahey stated that he had no pr~oblem with paying Public Works employees a <br /> minimum for calls after•-hour•s. Fahey suggested a minimum of 2 hour•s pa,y <br /> at the time and one-half r•ate. However~, Fahey objected to the r•ecommendation <br /> for four~ hour•s of pay per week for rotating employees on stand-by. <br /> Collova stated that he was in agreement with Fahey's position. <br /> Scalze stated that she had trouble with the Public Works Superintendent's <br /> recommendation for four hour~s of pay for an employee to be on-call each <br /> week. <br /> Blesener recommended that Fahey's suggestion be adopted at a minimum, <br /> but felt that at some point a stand-by policy would have to be put in <br /> place. <br /> Blesener• outlined the Public Works Department's present procedure for <br /> handling after-hours calls. <br /> Fahey stated that befor•e a stand-by policy is adopted, the City must <br />Page -16- <br />
