MINUTES <br />City Council <br />November 9, 1988 <br />Ryan Drive Fahey pointed out that the pr~operty owners not abutting Ryan Drive will <br />Petition object to an assessment for the improvement of Ryan Drive since if and <br />(Cont.) when their• own street were impr~oved, they would be assessed for• that <br />improvement as well. <br />The City Engineer pointed out that there is only a 300 foot section of <br />Ryan Drive that needsimprovement, while the entire length of the street <br />is approximately 1/4 mile. The Engineer aske~ the Council for• a decision <br />on whether~ to assess only those proper•ties abutting Ryan Drive, or <br />pr~operties within the par•k as well. <br />Scalze pointed out that the City is pr~oposing to improve a section of <br />Payne Avenue, and the Council has discussed assessing all pr•operties <br />abutting the street for that impr~ovement. <br />Blesener• stated that a final decision has not been made on that issue. <br />Scalze felt that whatever is decided on Ryan Drive or~ Payne Avenue, <br />both situations should be tr~eated in the same manner~. <br />The City Cler•k requested a decision of which proper•ties would be assessed, <br />since hearing notices will be sent out for the improvement tomorr•ow. <br />Fahey, Scalze and Collova indicated that they felt only those pr~operties <br />abutting Ryan Dr•ive should be assessed for• improvement of the str•eet. <br />Blesener pointed out that there are r•ailr•oad ties under• the street which <br />are contributing to the problem. Blesener suggested that the City consider <br />going down and removing these r~ailroad ties. <br />The City Engineer~ reported that if the ties are removed, it will more than <br />double the cost of the impr~ovement. The Engineer• repor•ted that the ties <br />are approximately 8 feet deep. That mater•ial would have to be r•emoved, <br />and good fill brought in. The Engineer~ pointed out that the material <br />under the road is peat and the frost goes down about 15 feet during the <br />winter. This is causing movement in the road and the damage to the <br />surface has resulted. <br />The Engineer~ recommended that the damage to the road be repaired this <br />fall with gravel base installed. The road would then be blacktopped <br />in the spring. The Engineer pointed out that his estimate for the <br />cost of the impr•ovement includes the blacktopping. <br />LaValle asked how long the repair•s would last and if the same improvement <br />will be needed two or~ three years down the road. <br />The City Engineer pointed out that the City overlayed the str•eet about <br />5 years ago, and the majority of the street has held up ver~y well. <br />Blesener• suggested that at the public hear~ing the City Engineer have a <br />couple of other options prepar•ed to present to the pr•oper~ty owner•s, such <br />as the cost for• removal of the r•ailroad ties, the use of fabric, etc. <br />This will give the property owner•s an opportunity to decide to what <br />extent they want the str~eet r•epai r~ed. <br />Page -4- <br />
