MINUTES <br />City Council <br />Dec. 14, 1988 <br />niorth Star The City Clerk r•epor•ted that all disaster• plans for the City's mobilehome <br />P4obilehome parks must be in by Januar~y. The City Council must then r•eview the plans <br />Park and make a recommendation r•egarding them. The Clerk also r•eported that <br />Disaster• the Public Works Super~intendent has suggested that the Ramsey County Gar•age <br />Shelter also be used as a disaster shelter for the mobilehome park. The Super•intendent <br />(Cont.) is also r•ecommending that a disaster plan be developed for~ the mobilehome <br /> park in the event a pipeline disaster occur~s. <br /> Fahey agr~eed that once the Council has r~eviewed the disaster plans for all <br /> the mobilehome parks within the City, a public hear•in~ should be held to <br /> take public input on the plans. <br /> It was the concensias of the Council to review the disaster plans at its <br /> January llth meeting, with a public hear•ing scheduled for~ the Febr~uar,y 8th <br /> meeting. Coiancil requested the City Clerk advise the mobilehome par~k <br /> owners of these dates. <br /> Blesener• also requested that City staff obtain infor~mation on recommended <br /> distances of disaster shelter•s from mobilehome nar~ks. <br /> Fahey reported that he has discussed this topic with the City's Civil Defense <br /> Director who informed him that standards have not been ~ublishe~ yet, and <br /> there is not a lot of information at the State-level for such standards. <br /> P~r~. Blesener• introduced the following r•esolution and moved its adoption: <br />RESOLUTION PJO. 88-12-527 - I~ISTRUCTING THE <br />BUILDING INSPECTOR, PUBLIC WORKS SUPERINTENDENT <br />AND CIVIL DEFENSE DIRECTOR TO PREPARE A STAFF <br />RECOMP9ENDATIOPJ WITH REGARD TO MAXIMUM DISTANCES <br />A~D ACCESS TIMES FOR DISASTER SHELTERS FOR THE <br />CITY'S MOBILE HOME PARKS AND ALSO PREPARE A <br />REPORT WITH REGARD TO WNAT OTHER CITIES ARE <br />APPROVING AS PART OF DISASTER PLANS FOR THEIR <br />MOBILEHOME PARKS <br />The foregoing resolution was duly seconded by Mr•. Collova. <br />Ayes (4) Blesener, Collova, Fahey, LaValle. <br />Nays (0). <br />Reoslution declared adopted. <br />This r•esolution appears in Resolution Book No. 20, Page 565. <br />Fahey suggested that the City Attorney check the statutes to determine if <br />there ar~e any guidelines for• distances to shelters or types of shelters <br />that ar•e acceptable. <br />Fahey repor~ted that it has come to the City's attention that there is an <br />Amoco pipeline running through the North Star Mobilehome Park and the <br />line is dir•ectly under some of the mobilehomes. Fahey repor•ted that it <br />is his understanding that the line has been in existence for• 18 year~s <br />antl that Amoco is aware of the situation and curr•ently working to relocate <br />the line to a safe location. <br />Page -6- <br />
