Peter~son is also willin~
to dedicate her~ por•tion of the easement.
Fahey noted that the project H~ould probably not be put in until the Spring,
therefore, there is adequate time to rebid it.
Mr•. Mar~sh asked who would pay the cost of the impr•ovement.
Fahey stated that if the easements ar•e granted at no cost, the City would
pay the cost from t~e General Fund.
P1r•. Danner, the contractor who submitted the low bid, stated that if the
project is r•ebid, he would estimate the cost as being 20% higher. Danner•
pointed out that the pr•oject was bid on a unit price basis, also noting
that the contract pr~ovides for a 60 day extention.
The City Attorney suggested that the contract not be awar•ded until he had
an opportunity to r•eview it and until he can deter•mine the status of the
easements. The City Attorney reqiaested that the matter~ be tabled for• a
couple of weeks to give him an oppor•tunity to do this.
The City Engineer• pointee~ out that the City has 60 days in which to act on
the bids.
It was the concensus of the Council to table action on the matter• for• 30 days.
Mr. Dewa.yne Carroway and P1r. Brian Rogers, representing Cellular One,
appeared before the Council r•equesting that Cellular One be allowed to
mount their• antenna system on the City's water tower. Carr~oway explained
the specifics of the proposal as well as descr•ibed the small building that
would need to be constructed near the water~ tower• to house equipment.
Car~r~oway r•enor•ted that Cellular~ One has done this in other cities and is
paying these cities monthly r•ental fees for the use of City pr•oper•ty.
Car~r~oway r•epor•ted that he has discussed a$400 per• month r•enta1 fee with
the City's Public VJorks Superintend.ent.
Fahey asked the kinds of fees Cellular~ One is pa.ying to other• cities.
Mr. Roger•s replied that Cellular~ One is paying St. Louis Par•k $575 per•
month for the mounting of two mir.rowave dishes on their water• tower•.
Bur•nsville is being paid $900 per• month, however, Burnsville constr~ucted
the equipment building a.nd is leasing it back to the City. Wayzata is
r•eceiving $275 per• month for• a situation similar to what Cellular• One is
proposing in Little Canada.
Blesener asked if a separ•ate tower would pr•ovide better• reception than
mounting the equipment on the City's water tower.
Roger•s r~eplied that the hi~her the tower, the further• the signal can go.
Rogers reported thatan optimum height of 160 feet is needed in this ar~ea,
Page -9-
