MINUTES <br />City Council <br />Jan. 11, 1989 <br />~lorth Star Mr. Fran Husnick, one of the owners of the North Star•P9obilehome Park, <br />Mobilehome reported that he thought the issue of a storm shelter had been settled <br />Park ~Cont.) a few year~s ago when the City r•equired him to put in a second access <br />to the par•k. Husnick r•eported that he put in the second access at a <br />cost of appr•oximatel,y R35,000 r•ather• than havina to put an on-site <br />shelter in the park. Hiasnick pointed out that d~ae to the high water <br />table in the area, it is not possible to put in a below 9round shelter•, <br />and questioned the type of above-gr•ound shelter that would be appr~oved. <br />for emergency weather use. <br />Husnick reported that another mobilehome park he is aware of installed <br />an above-ground emergency shelter•, however, after• it was completed, <br />the State would not approve it. <br />Husnick reported that he also owns a mobilehome park in East Bethel <br />and was appr~oached about putting in an emergency shelter in that par•k. <br />Nusnick r•epor•ted that the City agr~eed to put in the shelter~ if the <br />par•k owners would grant an easement for the shelter. However~, Husnick <br />reported that the owners did not want to give an easement in the event <br />that the use of the property was ever~ changed. <br />Flusnick r•epor•ted that East Bethel eventually stated that the par~k owner•s <br />should put the storm shelter• in, however•, when the owners pr•esented <br />plans and specs for• a shelter, the City would not appr•ove it. <br />Husnick r•epor~ted that ther•e is also the liability question involved <br />with these on-site stor~m shelters. <br />Fahey pointed out that the r•esidents of the Nor•th Star• Mobilehome Par•k <br />ar~e looking for a r~easonable alternative to the pr•esently designated <br />stor•m shelters. Fahey stated that the past Council meeting minutes <br />would have to be reviewed with r•egard to Husnick's statements that the <br />second access at the park was in exchange for not having to put an on- <br />site shelter in the par•k. However, Fahe,y pointed out that the or•iginal <br />plans for the mobilehome park showed four entrances to the park. <br />Husnick agreed that four entrances wer•e shown on the plans, however, <br />pointed out that ther•e were no str•eets to pr•ovide access for• these <br />entrances. <br />Husnick pointed out that at the time the mobilehome park was put in, <br />South Owasso Blvd. was not improved. <br />Fahey pointed out the repor~t received fr~om the Emergency Ser~vices <br />Committee and asked Husnick if he has reviewed the report and had <br />time to consider• alternative sites for• an emer•gency shelter for• the <br />par•k. Fahey pointed out that it is the obligation of the owner~s of <br />the par•k to come up with adeauate shelter• for r•esidents of the park <br />in the event of severe weather. <br />The City Clerk pointed out that at the time the second access to the <br />Page -6- <br />
