The Clerk <br />Mobilehome pointed out that today the issue is that the State of Minnesota is <br />Park (Cont.) requiring mobilehome parks to submit emergency services plans and <br />municipalities have to r•eview these plans and determine if they <br />are adequate. <br />Fahey pointed out that at the time the second access was discussed, <br />there was concer•n on the part of the Fire Depar•tment about the one <br />access to the par•k. The Fire Department pointed out that if the <br />one entr~ance was blocked, tenants would be unable to get in or out <br />of the park. Fahey stated that he could not recall that the second <br />access was a trade-off for an on-site shelter•. <br />Fahey pointed out that when the second access was discussed, stor~m <br />shelter•s were not r~equired, however, the State now makes this <br />requirement. <br />Husnick pointed out that the park owners had to buy their own entrance <br />for the park since a public entr•ance was not available. Eventually <br />this entr•ance was sold back to the City when Country Drive was <br />improved. <br />Collova noted that the situation has changed pointing out the amount <br />of traffic on the Little Canada Road bridge which makes the Fire <br />Station harder to get to. <br />Fahey pointed out that the State is requiring local gover~nments to <br />determine if the emer~gency services plans for~ their~ mobilhome par~ks <br />ar•e adequate. Fahey stated that in the opinion of the City's Emergency <br />Services Committee, the shelters designated by North Star Mobilehor:ie <br />Park ar~e not adequate due to access problems to these sites. Fahey <br />felt that the par•k owner•s needed to rethink their plan, and pointed <br />out that there are other• alternatives available to the par•k owner•s. <br />Fahey suggested that an ar•rangement could be made with one of the <br />adjacent building owners so that an adjacent building could ser~ve <br />as the par•k's stor~m shelter•. <br />Husnick pointed out that his own residence is above-gr•ade with no <br />basement. Husnick pointed out that apar~tment owners are not being <br />required to provide such plans and suggested that the danger~ is just <br />as gr•eat to people living in apartment units. <br />Fahey agreed that the risk may be as great, but pointed out that it <br />is the State that is requiring the emer•gency services plans anC has <br />char•ged local governments to deter•mine if the plans ar•e adequate. <br />Fahey stated that this is not the issue to be debated. The issue <br />has already been decided by State Law. Fahey suggested that the <br />par~k owners rethink their plan. <br />Husnick asked about the plans submitted by the two other mobilehome <br />par•ks in the City. <br />Page -7- <br />
