r~1~wrEs <br />c;t.v coun~;~ <br />Jan. 11, 19~9 <br />Plorth Star <br />P9obi 1 ehome <br />Park <br />(Cont.) <br />Fahey explained the plans for the 3020 Rice Street P9obilehome Park <br />as well as Terr•ace lieights. <br />Husnick again pointed out that he cannot constr•uct a below grade stor•m <br />shelter• within the par•k due to the water~ table. <br />Fahey pointed out that there are above-ground concrete str•uctures <br />that have been developed as storm shelters for mobilehome oar~ks. <br />A resident of Arden Village Mobilehome Park in Lakeville reported <br />that the 6urnsville area has thr•ee above-ground storm shelter~s and <br />described these shelters to the Council. .The resident reported that <br />any above-ground shelter must meet the guildelines of the State Health <br />Department and local Building Inspector, and must be able to withstand <br />wind.s up to a certain mile per hour. <br />A resident of Village Green P~obilehome Park r•eported that the City of <br />East Bethel had indicated that it would pay for installation of a <br />on-site storm shelter~ in this mobilehome par•k pr•ovided that the park <br />owner•s obtain the necessary liability insur~ance. The owner~s of the <br />park would not obtain the insurance. The r•esident went on to explain <br />the need for the on-site shelters for residents of the park who cannot <br />drive, are elderly or handicapped, or day care providers. <br />Fahey r•eplied that the Council under•stands the issues involved and <br />this is the r•eason the Committee found the shelter~s which had been <br />desictnated as inadequate. Fahey felt the Cauncil would follow the <br />dir~ection in the Committee r~epor~t. Fahe,y stated that the next step <br />was up to thp owners of the park to come up with an acceptable plan. <br />LaValle asked why the County Garage was not an option for• the North <br />Star~ Mobilehome Court. <br />The City Clerk pointed out that the distance to thp County Gar•age is <br />almost the same as that to the Fir~e Department. <br />Fahe,y suggested that the City Clerk research the past meeting minutes <br />and provide this information to the Council. <br />Scalze pointed out that the Law has been changed, and the City has <br />been char•ged with this responsibility. Scalze pointed out that past <br />a.ctions by the Council will not change this. Scalze pointed out that <br />the City must either approve the plan submitted b,y the par~k owners <br />or not. <br />Husnick asked where the requirement for the plan is coming from. <br />Fahey again pointed out that State Law is requiring the emernency <br />ser•vices plans. <br />The City Attorney reported that State Law 327.20 Subdivision 7 states <br />that owners of manufactured home par~ks must provide a plan d~signating <br />Page -8- <br />
