MINUTES <br />City Council <br />Jan. 25, 1989 <br />Mondor & Blesener stated that it is his position that there is a better use for~ <br />M R M the corner of Centervill e Road and Little Canada Road than the proposal <br />Properties presented by Conoco for a gas station and convenience store. Blesener <br />(Cont.) stated that he would be har~d-pressed to support this type of development <br /> in that location. <br />Scalze asked what kind of control the City would have in such a situation. <br />Blesener• pointed out that a Conditional Use Permit would be necessary. <br />Scalze pointed out that a gas station and convenience store are permitted <br />uses in B-3 and the City would have to have good reasons to deny such a <br />request. Scalze asked if a PUD zoning would give the Council more r•ights <br />to deny such a pr•oposal. <br />The City Planner stated that the City may be able to make the case that <br />a gas station was not appropr~iate based on a policy statement that would <br />be par•t of the Comprehensive Plan. <br />Fahey pointed out that the pr•oposal is to rezone to PUD B-3 and felt the <br />City might be hard-pressed to deny the Conoco pr•oposal. <br />The City Planner• pointed out that the PUD would give the City more contr~ol <br />over• per~formance standards. <br />Scalze pointed out that Mr. McNamara is anticipating selling the proper•ty <br />to Conoco. <br />Blesener pointed out that the rezoning was initiated by the City since <br />it was felt the PUD designation would give the City more control. <br />Fahey suggested that the City should work with McNamar•a on the development <br />of this corner, pointing out that perhaps a development study is necessar•y. <br />Blesener• stated that he felt ther~e were better uses for the proper•ty than <br />those proposed by Conoco and stated that he did not think he would suppor•t <br />the Conoco proposal. <br />Fahey stated that his position would depend on the lay-out and entry <br />onto Center•ville Road. Fahey stated that if the access onto Centerville <br />Road wor~ks, he may not have the same concerns he had when the original <br />Conoco pr•oposal was submitted. Fahey also indicated that the use of TIF <br />might be appr•opr•iate on this site and again suggested that mar•ket studies <br />of the pr~oper•ty may be justi fi abl e. <br />Mrs. Scalze introduced the following r•esolution and moved its adoption: <br />RESOLUTION N0. 89-1-31 - CONTINUING THE <br />PUBLIC HEARING ON THE REZOPdING OF THE MONDOR <br />AND M& M PROPERTIES FROM B-3 TO PUD B-3 <br />PENDING A RECOMMENDATION FROP1 THE PLANNING <br />COMMISSION ON THIS MATTER <br />Page -10- <br />
