r~iNUTEs <br />City Council <br />Jan. 25, 1989 <br />Cellular reporting that Cellular One was before the Council in December at <br />One (Cont.) which time it was determined that a Conditional Use Per•mit would be <br />necessar•y. Roger•s r•epor•ted that Cellular One has received the approval <br />of the Planning Commission. <br />Roger•s reported that the City's water• tower• does not meet setback <br />requir~ements from Noel Drive. Rogers reported that if the equipment <br />6uilding is placed directly next to the water tower, it can meet <br />setback r•equirements, however•, Cellular• One's engineer is not sur•e <br />that is possible. Therefore, Cellular One is requesting a setback <br />variance for the equipment shelter•. <br />Duane Carroway, r~epresenting Cellular One, r•eported that Cellular One <br />will cause no interfer•ence with TV or radio r~eception nor with <br />emer~gency frequencies. Carroway reported that this documentation can <br />be fur•nished to the City and pointed out that the FCC would not allow <br />the interference. <br />Carroway reported that Cellular One currently provides emergency <br />communications ser•vice for a lot of emergency service agencies and <br />would be a valuable addition to the community. <br />Scalze asked if the equipment shelter woulcl be visible fr•om the park <br />located north of the water tower. <br />Carr~oway reported that Cellular One is planning to construct a berm to <br />scr•een the dr•ive to the shelter~ as well as the shelter itself fr~om the <br />south. Carroway also r•epor~ted that landscaping is planned as well. <br />Car•r•oway suggested that the ber•m be extended around the north side of <br />the shelter~ as well. <br />Scalze stated that her• main concer•n was tha visibility of the shelter. <br />Carroway reported that the shelter will be 10 feet in height and <br />constructed of washed aggregate. <br />Blesener• repor•ted that the Public Works Super~intendent has suggested <br />that the shelter• could be placed on the south side of the water~ tower <br />for easier accessability and suggested that the building be screened <br />with ever~gr•eens. <br />Car~roway stated that Cellular One had no problem with placing the building <br />on the south and would agr•ee to screen it with evergreens. <br />Fahey stated that he would pr•efer~ the building on the south. <br />Scalze stated that she would r•ather see the building on the north side <br />of the water~ tower, and commented that the only draw back to the pr•oposal <br />was the shel ter•. <br />Blesener asked if the configuration of the building could be changed so <br />that setbacks are met. <br />Page -3- <br />
