MINUTES <br />City Council <br />February 8, 1989 <br />~act that the park is located in a flood plane with <br />electrical lines nearby; that because of the peat in the <br />area it would be too costly to build a building without <br />raising rent exuberantly; that the park be divided into <br />two; and that the buddy system be instituted. The Park <br />Owners recommended that the Council approve the plan. <br />Pages 18 and 19 of the additions of the agenda is a letter <br />which states that Minn. Statute which says shelter need <br />approval, and that shelter built after March 1989 must be <br />set forth under the Construction Statute. The Mayor stated <br />§1370.0170 Dry Interiors and §1370.0180 Utility Line <br />Hazards. The Homeowners were apparently sent information <br />by the Park Owners. <br />Laurie LaBay represented the Mobile Homeowners. She <br />addressed the letter above referenced, The homeowners <br />recommended that their criteria be incorporated into the <br />Council's plan. <br />1) Reasonable distance should be less than 1/4 mile and <br />within walking distance. <br />2) Safety Issue - <br />A structure is needed which: <br />a. can withstand a direct tornado hit, <br />b. meets state and local building codes, and <br />c. is handicap accessible. <br />3) Ms. LaBay addressed the minutes from the last meeting. <br />a) No shelter built on flood plane or hazardous <br />location. <br />b) Storm Shelter. <br />c) Aazardous locations. <br />d) Electrical Transmission. <br />4) Cost to Builder regarding peat. <br />5) Going to the Garage is unreasonable. <br />6) Buddy System is nice but not viable, <br />In highlighting past issues, Ms. LaBay emphasized: <br />a - too far away, <br />b - high traffic levels, <br />c - numerous stop levels, <br />d - inadequate parking, <br />e - flood planes, <br />f- places not accessible to those who do not drive, <br />g- handicap and day care, <br />h- City will be taking on liability. <br />Additionally, she stated that she researched Ramsey County <br />Mobile Parks, and of 17 Parks, 12 have on site available <br />Page 3 <br />
