MINUTES <br />City Council <br />February 8, 1989 <br />shelters. Of the 5 that do not, 2 have few blocks to go, <br />and of the three others, the distance is within a milee <br />North Star and 5 Star are within the 3 one miles, and S <br />Star is going to build on site. <br />Mr. Blesener mentioned the costs figures as being based on <br />the Committee's estimation on 420 people. <br />Scalze stated that the language as to flooding is <br />ambiguous. <br />Mayor Fahey stated that the State must not have meant that <br />a structure be provided to fit everyone with 4 square feet <br />of space. He stated that the Council's intention at the <br />last meeting was to get the owners moving on this issue. <br />He noted the ambiguity of the Statutes as quoted. And that <br />he would like to get more information. He feels that the <br />burden lie on the owners. <br />Scalze asked about the playground as the shelter site. <br />Msa LaBay stated the interest of the homeowners in the <br />shelter site as being the existing playground area. <br />There was general discussion regarding the utility lines <br />around the park. <br />~lesener mentioned the flooding of 4-5 years ago. <br />Ms. LaBay stated that the homeowners would rather be stuck <br />in a shelter than trying to get out. <br />Mayor Fahey sated that he is not one to accept reports <br />blindly. He wants more research to be provided by the park <br />owners. <br />Mayor Fahey directed the Attorney to look into the money <br />involved in achieving the standards. He also directed him <br />to research the ambiguity of the Statutes regarding Utility <br />lines, flooding, costs, peat and soil conditions and the <br />burden on owners to build $90,000 shelter. Mayor Fahey <br />stated he wants more information. <br />Mayor Fahey asked Don Carley what "Flood Plane" means? <br />Carley said that the Trailer Park does not show up as a <br />Page 4 <br />
