MINUTES <br />City Council <br />February 8, 1989 <br />flood plane area on the Federal Insurance Flood Plan Map, <br />even though it does flood more than any other area in the <br />whole city. It is also part of the County Ditch which <br />backs up in a heavy rain. Boats were used last year to get <br />in and out of the park. <br />Mr. Fahey stated that the Statute says "Flood Prone" areas. <br />Ms. LaBay stated that they could get out of the park on <br />foot in case of an emergency. <br />Mayor Fahey directed the Attorney to look at the Statutes <br />especially g1370.0150, Space Requirements; §1370.0170 Flood <br />Prone Areas; and, §1370.0180 Utility Hazards. <br />Lee Roderick, Director of APEC, appeared before the Council <br />to inform them that the concrete block and the pictures <br />they submitted followed guidelines adopted from the Federal <br />Emergency Management Agency. She said that their pictures <br />meet the same standards as those used in Blaine. She said <br />that dripping water has been in the Blaine structure. she <br />also stated that she testified for the legislation in <br />drawing up the regulations used by Dick Haug. <br />Mayor Fahey said that these are the issues that the Council <br />needs to have more information on, in order to do what is <br />right for both the homeowners and the park owners. <br />Scalze asked Roderick about the APEC plan as being able to <br />be constructed under 1989 standards. <br />The Mayor also mentioned the floating slab, and the <br />possibility of building this type of structure. <br />Scalze asked that if the peat was 30 feet, could they still <br />go with the floating slab. <br />Carley did not seem to think so, because it would sink. <br />LaBay informed the Council that the Laundry room is cement, <br />and it does not appear to be sinking. She also said that <br />Elk River and Kraus Anderson both have informational <br />packets available. <br />The Mayor said that the homeowners should try to educate <br />the Council with as much information as possible. <br />Page 5 <br />
