MINUTES <br />City Council <br />February 8, 1989 <br />Scalze asked about the 17 parks with 12 on-site shelters in <br />Ramsey County. She asked if these shelters were built <br />before or after the new guidelines. <br />The Mayor feels that three shelters without shelters is <br />concerning. <br />Scalze asked about North Star building on-site. She also <br />asked if they were going to build the shelter in the <br />picture. <br />LaValle asked the Attorney that, if the City requires the <br />owners to build this structure, must it accommodate all 400 <br />people, <br />The Mayor stated that the Park owners have a March 1st <br />deadline. He also stated that the letter regarding the <br />buddy system should not be mailed, as the Council has not <br />made a final decision on the matter. <br />Chlebeck informed the Council that in his meeting with <br />Dykema, he was told that a building was able to be rented <br />each month. Chlebeck stated that it is a flood prone area< <br />Ae also said that they have been calling around the State <br />offices. He said that the Fire Chief was concerned with <br />access in and out of the Park in an emergency. And that <br />the belief of the Committee was that it would be better for <br />the residents to get out of the park. In addition he said <br />that the issue of four square feet is a big concern and <br />there is necessity to find out the number of people they <br />are talking about. <br />Roderick said that in dealing with state legislation most <br />cities require 50o coverage. And the homeowners only want <br />150 people covered. <br />Don Carley was directed to verify whether building is <br />permissible under these requirements. <br />Fran Husnik said that the City is not really giving them a <br />lot because they are paying taxes and $35o to the City. He <br />feels that residents of North Star are paying their <br />proportion of taxes in Little Canada. <br />Mr. Blesener stated that the City does include fire, police <br />Page 6 <br />
