MINUTES <br />City Council <br />February 8, 1989 <br />the Council that there is a better way to do things. He <br />stated that the report of Wood Lake Sanitation was not <br />persuasive in rebutting the issues of efficiency of one <br />collectore <br />Ramsey County listed three benefits of the one hauler <br />system as: <br />1) Facilitating the enforcement of a mandatory <br />ordinance, <br />2) Allowing the cost of recycling to be partially <br />paid by avoided disposal costs, <br />and 3) Providing the direct cost savings from organized <br />garbage routes plus other benefits. <br />He advised the Council of the need to develop and implement <br />a more efficient and satisfactory method for waste <br />disposal. <br />Jim Norman, Administrative Assistant, White Bear Lake, <br />explained White Bear's system of organized collection with <br />one hauler. He stated that their contract was initiated in <br />1970. The three advantages sought: <br />1) No accumulation of garbage and no illegal dumping, <br />2) Setter streets, <br />3) Cost effectiveness and guaranteed payment. <br />Especially advantageous to hauler as payment was <br />via City payroll. <br />Problems associated with this method were summarized as <br />political. He stated the problem of individual haulers <br />losing their business and monopoly's taking over. He <br />informed the Committee that this problem can be handled by <br />dividing into districts. Another benefit of one hauler is <br />that state would use as a model for other cities. Their <br />program is two tiers. It is a 4 year contract with <br />Knutson. They include recycling once a week and compost. <br />It is a base volume fee. 60 gallons or two containers for <br />$9.75/household; 90 gallons or three containers for <br />$11.75/household; and they are renegotiating for a new <br />third tier, 30 gallons. He explained their recycling <br />programe <br />The Mayor asked if they included tin. <br />Mr. Norman stated that recently some tin has been included <br />in the clear glass, aluminum, paper and cardboard pickup, <br />but that they do not have a regular tin pickup. <br />Kathy Tipler asked a question about their narrowing down <br />Page 2 <br />
