P9INUTES City Council Apr~il 26, 1989 Boosalis pointed out that the fence would be continued to provide screeninq for the residential area. Boosalis also stated that there would be some scr•eening on the backs of the r~esidential lots. Fahey pointed out that ther•e are mor•e r•esidential lots pr•oposed under this prroposal than the original. Fahey pointed out that oriqinally 13 lots were proposed and that number has now been increased to 16. Scalze also pointed out that oripinally there was a strip of green area that included landscapinq between the residential area and r•etail area. The Planner pointed out that some additional lots have been added since a cul -de-sac i s now bei nq pr~oposed r•ather• than a thr~ough str~eet. The Pl anner• stated that he would prefer to see some landscaping alonq the fence. The Planner pointed out that the fence also acts as a noise barr•ier which land- scapinq woultl not provide. Fahey asked if a liquor establishment would be souqht for the retail center, although Fahey commented that no liquor• license has been applied for•. Boosalis replied that he would have to sell the residential lots, therefore, would have to pr•ovide scr•eeninq to make the lots mar•ketable. Scal ze asked i f a par~k char•ae has been deter~mi ned for• thi s devel opment. The City Clerk replied that the park charqe has not been calculated. The Clerk then asked when the street would be developed. Boosalis replied that that remains to be seen, pointinq out that there are financial shor~tfalls in the project. Boosalis pointed out that Tax Incr•ement Financing had been discussed for this pr•oject for• the commer•cial ar~ea in order to assist the residential area. Scalze stated that the City takes the position that the commer•cial and residential portions of the development must go in at the same time. Boosalis replied that he is prepared to do this, dependina on what can be worked out financially. Fahey stated that other• than TIF assistance, he was not pr•epared to have additional City funds in the pr•oject. Blesener• stated that if the project is acceptable, 13oosalis and the City Planner• will have to run throuqh the TIF number•s to see if the project will wor•k. f~oosalis commented that he is unsure that the project will work even with TIF assistance. Fahey commented that the Council will have to wait for a r~eport fr•om the City Planner•. Fahey also pointed out that the City has the option to assess the properties alonq County Road C which would be benefited by the street since the back half of those lots could then be divided.
