MINUTES <br />City Council <br />Apr•il 26, 1989 <br />Boosalis r~e~lied that ther•e wer•e not at this time. <br />Rlesener• asked if the zoninc~ of the pr•oper~ty would allow a Rapid Oil Chanae <br />type of operation. <br />The Sity Planner replied that Rapid Oil Chanqe would require a conditional <br />use permit in a 13-3 zone. <br />Rlesener asked the separation proposed between the two retail centers under <br />this proposal. <br />Boosalis replied that the separation <br />pointinc~ out that there is a row of <br />edpe of the buildinq as well. <br />i s wi der~ than or•i qi nal l y pr~oposed, <br />parkinq proposed along the southern <br />Rlesener asked if the full access around the building was a positive or a <br />neqative. <br />The City Planner• r•eplied that it was positive. <br />Scalze was concerned that the outlot remain for ponding purposes and asked <br />what can be done to insure that. <br />The City Planner su~gested that a drainaqe easement could be taken over the <br />pondinq area. <br />Fahey aqr~eed that it was his under•standinq that the ponding ar•ea would remain <br />undeveloped open space to be used for• dr•ainage. <br />R1 esener• asked i f the major~i ty of the r~esi denti al pr•oper~ty was marshy. <br />Roosalis replied that he has had some soil tests done, and while the property <br />may appear• to be mar•shy, it is not, and there are only a couple of feet of <br />black dirt on the proper~ty. ~oosalis stated that while there would be some <br />soil correction costs for the second access, the extra access would only add <br />more tr•affic to the ar•ea and the cost has a neqative impact on the development. <br />f3oosalis pointed out that Public Works is generally opposed to cul-de-sacs <br />since they are more difficult and costly to ptow in the winter, however, <br />~lesener~ felt that they pr~ovided for a better r~esidential area and peoole <br />pr~efer•r•ed to live on a cul-cle-sac. <br />Scal ze asked i f the r•esi denti al ar~ea woul d dr•ai n i nto the pondi nc~ ar•ea. <br />The City Enqineer replied that he has not thorouahly reviewed the drainaqe <br />plan as yet, however, the pond will take the over~flow dr•ainage fr~om the <br />shoppinq center. The pond would then drain into a storm sewer which would <br />go down County Road C and then nor•th and eventually into Round ~ake. The <br />City Engineer• stated that one of his r•ecommendations is that the existinq <br />storm sewer be extended towards Round Lake. <br />Fahey asked about screeninq from the shopping center to the residential area. <br />Paqe -9- <br />
