MINUTES <br />City Council <br />April 25, 1989 <br />properties would be landlocked. <br />Collova felt that the praperties should be assessed, pointina out that this <br />has been past Cit,y policy. <br />At this point, Fahey opened the meetinca to comments from the public. <br />Don Pierce, Iona Lane resident, was concerned with the drainane and how <br />run-off will qet to Round Lake. Pierce was also concerned who would pay <br />for storm sewer improvement. <br />The City Engineer reported that he is recommending that storm sewer be <br />extended, and he is assuming that the cost would be borne by the developer. <br />Pierce asked the size storm sewer planned. <br />The Cit,y Enc~ineer• r~eplied that he has not determined that detail as yet. <br />Pier~ce pointed out that the size stor~m sewer will deter•mine the cost and size <br />of the easement that is necessary. Pierce was also concerned that the developer <br />would build the retail center first, with run-off directed into the pond and <br />that storm sewer would not be extended until the residential area was developed. <br />Fahey nointed out that if the project is approved, it will be with the under- <br />standin~ that the entire development noes in at one time. <br />Pierce reported that there is some 24 inch pipe in the area, and Pierce felt <br />this was too small to handle the r•un-off. Pier~ce also stated that he wants <br />the stor•m sewer• installed befor•e the development is completed. <br />Fahey suqgested that the plan will also require approval of the Watershed, and <br />the City En~ineer ac~reed. Fahey stated that the project would be subject to <br />all these details beina worked out. <br />Pierce felt the developer should be required to purchase the bacl< lots of the <br />County Road C properties. Pierce was concerned that the rear lot line for <br />these lots be the same since there is a small drainage ditch in this area and <br />a cir•ainage easement would be necessar•y along the back lot lines. <br />Collova pointed out that r•ight now no lots splits ar~e beinq r•equested for <br />those properties, and the Council can address that issue as the prroperty is <br />divided. <br />The developer's engineer anpear•ed before the Council and descr•ibed how the <br />devel oper• i s pr~oposi ng that the pr•operty wi 11 dr•ai n. The engi neer• poi nted <br />out that how far the storro sewer is extended beyond the property will be <br />the decision of the City Enqineer~, and per•haps will be a City pr~oject. <br />Pierce again stated that a 24 inch pipe will not be adequate. <br />Fahey commented that the Council will take note of Mr. Pierce's concerns. <br />Page -11- <br />
