MIPJUTFS <br />City Council <br />Apr~il 26, 198A <br />Gloria Riorklund, Iona Lane resident, was concerned that Boosalis would not <br />construct the lar9er retail buildinp until he had it leased. Biorklund asked <br />that the City requir•e both buildings to be constr•ucted at the same time. <br />B,ior•klund also requested that the residential ar~ea be developed at the same <br />time as the commer•cial ar~ea. <br />Fahey pointed out that the City can withhold occupancy per•mits on one or• both <br />of the commercial buildings until the r~oad is improved in the r•esidential <br />area. <br />Boosalis r•eported that he has a builder interested in the r~esidential lots. <br />The only question at this time is whether• or• not the pr~oject is financially <br />feasible. <br />The City Planner• pointed out that the City can withhold TIF money until the <br />residential r•oad is impr•oved. <br />Bjorklund asked if a bond is required to ensure that landscapinq is completed. <br />Scalze r~eplied that this was cor•rect. <br />Tim Townsley, Iona Lane r~esident, was concer•ned with the par•king pr~oposed on <br />the north side of the retail buildinq and stated that this will generate noise. <br />Townsley stated that he would pr•efer to see the buildinq closer• to the nor•th <br />and the parkinp eliminated. Townsley pointed out that the building would be <br />1 ess noi sy than a par•ki nq ar•ea. <br />The City Planner stated that the developer is proposina more parkinq area than <br />required under Code. The Planner stated that if the additional parking is not <br />necessary, he would pr•efer to see the ar•ea landscaped. <br />Townsley stated that he would like to see as many of the existing tr•ees saved <br />as is possible. <br />The Planner• pointed out that moving the buildinq fur•ther• north will inter•fere <br />with the tr~affic circulation for• the Rapid Oil buildinq. <br />Boosalis reported that there is a parking shortage for his building to the <br />south, and it is felt that the additional parking is needed. Qoosalis pointed <br />out that the par•ki ng on the nor~th woul d be for over•fl ow par~ki ng. <br />Council discussed this matter~ in detail and it was the concensus of the Council <br />that the parking area at the north side of the building be eliminated and the <br />ar•ea landscaped. Council was of the opinion that the retaininq wall as pr•oposed <br />by the devel oper• r•emai n wher•e the devel oper~ i s curr•ently pr•oposi ng i t. Thi s <br />woul d r~eser•ve the area for• futur•e par•ki nq i f the need i s pr•oven i n the futur•e. <br />ftill Souchy, County Road C resident, felt that the area was overdeveloped, and <br />suqqested that the development be denied, and the pr~oper•ty r~etained as open <br />space.
