P~iInTUT~S <br />City Council <br />August 9, 19II9 <br />Scalze reported that prior to the construction of Payne <br />Avenue there was discussion about the soil conditions in the <br />area, and there ~vere comments made that the road ~hould not <br />even be constructed due to the soil conditions, <br />Jackson felt that proper construction methods could have <br />been used when the road was built to prevent the problems <br />that have occurrec7, <br />Fahey again stated that soil tests were done and the road <br />was constructed to City standarcls. Fahey did not believe it <br />was fair to the other taxpayers in the City to expect them <br />~o pay £or reconstruction of a roacl which was built in an <br />area of poor soilse <br />Jackson ielt that the City Engineer or contractor should pay <br />for the reconstruction costs. <br />I'ahey stated that an engineer will not guarantee the liL-e of <br />a road, but will determine tahether or not a road has been <br />constructed to meet City standards. £ahey again requested <br />that the Council be given a copy of the original soil tests <br />that were done for Payne Avenue. <br />Volmer asked if the transmission tower is having an adverse <br />effect on the road, pointing out that this is the area where <br />the worst deterioration has occurred, <br />The City Engineer did not believe the tov~er c~~ould effect the <br />road, but stated that he would check into it, <br />Fahey poin~ed out that the City is just getting into road <br />reconstruction, and that the Council has decided on a policy <br />of assessing BO% of the cost of reconstruction, Fahey <br />stated that some cities assess 100°s of reconstruction <br />costs. <br />I~ was suggested that bids be taken on the project this <br />fall, pointing out that bids are generally lower in the fall <br />than the spring. <br />The City Engineer agreed, but suggested that actual work not <br />commence until spring> <br />Blesener pointed out that the issue of the assessment of <br />cost of the reconstruction is not cut and driec3, and tha~ he <br />agreed with some of the concerns expressed by residents. <br />Page 6 <br />
