MINUTES <br />CITY COUNCIL <br />September 6, 1989 <br />PAYNE AVENUE The City Engineer submitted a letter dated September 5, <br />1989 regarding Payne Avenue. The Engineer asked that <br />the Council review this information in preparation for <br />the public hearing to be held on the reconstruction of <br />Payne Avenue on September 27, 1989. The Engineer <br />pointed out that even if the improvement is approved <br />this fall, construction would not be possible until <br />Spring. <br />CARLA LANE The City Engineer reported that Mr. Joseph Francis has <br />submitted a letter requesting that his assessment for <br />the Carla Lane improvement be amended. The Engineer <br />explained that Mr. Francis owns three lots on Carla <br />Lane, but pointed out that one of these lots has only <br />17 feet of frontage and also fronts on Keller Parkway. <br />Any development of this lot would likely be towards <br />Keller Parkway. Therefore, the City Engineer is <br />recommending that the assessment for Lot 2, Block 3 be <br />deleted. <br />Blesener pointed out that discussion of assessment <br />questions for Carla Lane is scheduled for the September <br />27th Council meeting. <br />Fahey suggested that the City Attorney review the <br />Francis assessment question. Fahey suggested that if <br />the assessment is deleted for Lot 2, Block 3, then the <br />property owner should agree to not use the Carla Lane <br />access for this lot. Fahey asked for the City <br />Attorney's opinion on this matter. <br />The City Engineer pointed out that Mr. and Mrs. <br />Skibsted are questioning their assessment. The City <br />Engineer pointed out that the Skibsted property has a <br />driveway on Carla Lane as well as Keller Parkway. The <br />City Engineer felt that since the Skibsted property has <br />access to Carla Lane, they should be assessed for the <br />Carla Lane improvement. <br />Blesener suggested that a half assessment be considered <br />for the Skibsted property given the limited amount of <br />frontage on Carla Lane. <br />Blesener asked if the City Engineer has had the <br />blacktop analyzed that was used on Carla Lane. <br />Page 16 <br />
