MINUTES <br />CITY COUNCIL <br />September 6, 1989 <br />The City Engineer replied that he has not. The <br />Engineer reported that the lip that was installed <br />around the edge of Carla Lane was not a curb and was <br />never meant to be a curb. It was merely a lip to carry <br />water. The Engineer pointed out that the bituminous <br />used as lip could not be compacted as well as the <br />driving surface, and there are people parking on top of <br />this lip and driving over it, thus causing damage to <br />the lip. <br />Collova suggested that the City Engineer obtain the <br />test results on the material that was used in the Carla <br />Lane overlay. <br />ORGANIZED The next item on the agenda was for the Council to <br />CoLLECTION discuss possible exemptions to organized collection. <br />Fahey reviewed the memo from Kathy Glanzer dated <br />September 6, 1989 regarding the policies of surrounding <br />cities with regard to organized collection. Fahey also <br />reviewed what other cities are doing in terms of a City <br />dumpster. <br />Scalze reported that Park Commission member Joe <br />Fasciana, who is a former Ramsey County employee, has <br />indicated that there is a problem at County site that <br />have dumpsters with people doing illegal dumping of <br />their household trash. <br />Art Herkenhoff, Edgerton resident, questioned the need <br />for organized collection. <br />These reasons were explained to Mr. Herkenhoff and <br />included decrease in wear and tear on City streets. <br />Blesener cited information put out from the Minnesota <br />Department of Transportation regarding the wear and <br />tear on City streets from one garbage truck is the <br />equivalent to 1,500 cars. <br />Scalze also pointed out that the issue has been under <br />study for the last year and one-half by the City's <br />Solid Waste Committee and the City Council. <br />Fahey pointed out that the County has the authority to <br />mandate organized collection. Three other cities in <br />the area, in addition to Little Canada, have chosen to <br />go to organized collection thus far. <br />Page 17 <br />
