MINUTES <br />CITY COUNCIL <br />September 6, 1989 <br />Fahey pointed out the Watershed's requirement of <br />silting ponds and did not anticipate the Watershed's <br />allowing the pond to be eliminated. <br />Pierce asked why a silting pond is not a part of the <br />Boosalis proposal if 5chreier will be required to <br />retain his pond. <br />The City Engineer replied that there is a holding pond <br />as part of the Boosalis project, and reported that <br />run-off from the site will be directed into that pond <br />and then north out of the property and eventually into <br />Round Lake. <br />Pierce was concerned that the City did not have all the <br />details on the drainage at this time, pointing out that <br />the residents of the area were told that this <br />information would be available at this meetinq. <br />The City Engineer pointed out that the Watershed has <br />the final say on the drainage, and Fahey pointed out <br />that the Watershed will not be concerned with details <br />such as if the storm sewer will be on the Pierce <br />property or within the Schrier easement. <br />The City Engineer agreed, pointing out that Boosalis's <br />engineer has indicated that drainage will be directed <br />to Round Lake, but the details of which side of the <br />property line the storm sewer will go have not been <br />worked out. <br />Don Pantzer, Round Lake Townhome Association, reported <br />that he has made several calls to try to determine who <br />owns the property between the townhomes and the <br />apartments and has been unsuccessful. Pantzer also <br />reported that he has learned that the City required <br />Schrier to put in the holding pond on his property, but <br />the County and Watershed have indicated that they made <br />no requirement regarding this pond. <br />Pantzer was concerned about whether Round Lake oould <br />handle additional water. <br />The City Engineer reported that the property which <br />Pantzer is unsure about its ownership is owned by the <br />apartment complex. <br />Page 5 <br />
