MINUTES <br />CITY COUNCIL <br />September 6, 1989 <br /> <br />The City Engineer replied that the storm sewer will <br />follow the property lines, however, the decision has <br />not been made for which side of the property line the <br />storm sewer will be installed. <br />Osland asked where the run-off from the existing <br />shopping center on County Road C goes. <br />The City Engineer replied that that drainage goes into <br />the existing pond. <br />Osland asked if there will be an assessment for the <br />commercial shopping center as part of this improvement. <br />Fahey replied that the shopping center will be assessed <br />for that portion of the drainage that it contributes to <br />the project. Fahey assured Osland that the residential <br />portion of the project will not pick up the assessments <br />for the drainage generated by the commercial property. <br />Virgil Nelson, 70 Iona Lane, reported that there is a <br />natural drainage path from Iona Lane into the existing <br />pond. <br />Fahey commented that there is the need for indepth <br />planning for the drainage of this area. <br />Pantzer asked where the overflow from Round Lake goes. <br />Scalze replied that the overflow from Round Lake ends <br />up in Lake Gervais. Scalze stated that it was her <br />understanding that the overflow system in Round Lake <br />works adequately. <br />The City Engineer discussed the overflow system and <br />reported that there is an 18-inch overflow pipe. <br />Pierce asked how an 18-inch overflow pipe will be able <br />to handle a 20 to 30 inch inlet pipe. <br />The City Engineer explained that the plan from <br />Boosalis's engineer is to run the storm sewer down the <br />property lines into Round Lake and to tie in the <br />existing manholes in the area into this storm sewer. <br />Pierce again reported that the easement on his property <br />is a utility easement only, and is 5 feet in width. <br />Pierce reported that a five-foot easement is not <br />adequate for a storm sewer. <br />Page 7 <br />
