MINUTES <br />CITY COUNCIL <br />September 6, 1989 <br />Pierce explained the current drainage system that is in <br />place for the area, again questioning the ownership of <br />the existing ditch. <br />Fahey reported that the ditch is a part of the natural <br />drainage system for the area, and he would anticipate <br />that the County would claim the ditch to be a part of <br />their system. <br />Pierce felt that the drainage of the area should have <br />been addressed at the time the Schrier property was <br />developed. <br />Fahey pointed out that when Schrier developed his <br />property, the development was not utilizing the ditch <br />for their drainage. <br />Pierce again expressed concern that County Road C is <br />not able to handle additional run-off. <br />Pantzer was concerned that the storm sewer into Round <br />Lake would run directly into the existing pond on the <br />Schrier property. <br />The City Engineer reported that this is one of the <br />details that the Watershed will review. <br />Pantzer indicated that the Watershed has stated that <br />they did not require the pond on the Schreir property, <br />but that the City made this requirement. <br />Fahey replied that the Watershed has indicated that <br />ponding of on-site drainage is necessary, and he did <br />not foresee that the Watershed would allow this pond to <br />be eliminated. <br />Pantzer reported that there is a sanitary sewer line in <br />this area, and he thinks the City is unaware of its <br />existence. <br />Blesener pointed out that it is possible to run the <br />storm sewer to Round Lake and avoid the Schrier pond. <br />Fahey agreed that there are details that need to be <br />worked out in order to get the run-off into Round <br />Lake. Fahey stated that easement acquisition costs <br />would, mostly likely, be assessed against the Boosalis <br />project. <br />Page 8 <br />
