MINUTES CITY COUNCIL SEPTEMBER 12, 1989 Council approved the Storm Sewer and Street Lighting portions of the 1990 Budget as submitted. The next portion of the budqet reviewed was Sanitation. Fahey suggested that an amount be included in the budget to cover a possible City subsidy for disabled people who are unable to get their trash to the curb. Fahey pointed out that the haulers provide at-the-door service for an additional charqe. It was the concensus of the Council to include an additional $2,500 in the Budget to cover a possible subsidy for the disabled. The Council discussed other possible exemptions to organized collection, and instructed the staff to determine what other cities with organized collection have done in the instance of a property owner who takes an extended vacation. The Council also wanted clarification on the County's position that commercial and residential trash should not be mixed. Council approved the Sanitation portion of the proposed budget with a$2,500 increase bringing the bottom line to $8,900. Council reviewed and approved the Recycling and City Garage portions of the proposed 1990 Budget. Next reviewed was the Community Services portion of the budget with discussion focusing on Canadian Days. Annette Freeman suggested budqeting an amount for compensation for Canadian Days volunteers. Council discussed this suggestion and the concensus was to budget $2,400 for Canadian Days salaries. The Council felt that the City could compensate two organizers of Canadian Days at a rate of $100 per month. With that addition, the Community Services portion of the proposed Budget was approved. Council reviewed and approved the Shade Tree category of the proposed Budget. Council began a review of the proposed Park and Recreation categories of the Budget. The Recreation Director submitted revised budget information for the Council to review. Page 7
