MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 1989 <br />The Public Works Superintendent reported that there is <br />money included in the Parks portion of the budget for a <br />new mower. <br />The Council discussed park maintenance and whether <br />maintenance should be done by Park Department part-time <br />employees, or Public Works Department employees. <br />Council also discussed whether mowing should be done by <br />part-time or full-time employees. <br />Blesener stated that he felt mowing should be done <br />during the day so that there is supervision of the <br />employees doing the mowing. <br />Fahey felt that the mowing should be done by part-time <br />employees rather than full-time because of the salary <br />differential. <br />Harris felt an additional employee was needed whose <br />duties would include park maintenance, equipment <br />repair, and supervision of part-time employees. <br />Scalze stated that she was not convinced that an <br />additional full-time employee was needed. Scalze <br />suggested that the City go through a year of park <br />maintenance with the additional park land the City has <br />added, before the decision is made for an additional <br />employee. Scalze pointed out that the staff will have <br />a new mower and part-time employees to handle park <br />maintenance. <br />Harris pointed out that Pioneer Park is an additional <br />33 acres of park land. Harris estimated that it will <br />take two days to mow Pioneer Park and one day to do <br />trimming. <br />Scalze and Fahey agreed that the issue of an additional <br />Public Works employee can wait for a year. <br />Blesener pointed out that the additional employee is <br />not needed only for mowing, but to handle other <br />maintenance items that are not getting done. <br />Council agreed on the issue that park maintenance <br />should be done during the day when the Public Works <br />Superintendent is available to supervise the employees. <br />The Council discussed proposed improvements in Pioneer <br />Park which are tied to the Celebrate MN 1990 program. <br />Page 8 <br />
